On the morning of December 14th, at the Ong Keo Industrial Park, Dai Phuoc commune, Dong Nai province, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the Nhon Trach 3 and Nhon Trach 4 LNG power plants, and the plaque unveiling ceremony commemorating the 14th National Congress of the Communist Party of Vietnam.

The event was organized by the Vietnam National Energy and Industry Corporation ( Petrovietnam ) and the Vietnam Oil and Gas Power Corporation (PV Power). Also in attendance were representatives from various ministries, central agencies, and several diplomatic missions in Vietnam.
This is the first cluster of projects in Vietnam to use imported liquefied natural gas (LNG), marking a pioneering step in the roadmap to reduce greenhouse gas emissions and realize the goal of net zero emissions by 2050.
The Nhon Trach 3 and Nhon Trach 4 LNG power plants, invested by PV Power - a member unit of Petrovietnam - with the Lilama-Samsung C&T consortium as the EPC general contractor, have a total investment of approximately US$1.4 billion. This is the first project in the LNG (PV Gas) to Power (PV Power) chain in Petrovietnam's energy transition process, aiming to build a modern LNG power center model, enhance electricity supply capacity, and contribute to ensuring national energy security in the context of a strong energy transition.

With a total capacity of 1,624 MW, the two LNG power plants are expected to supply more than 9 billion kWh/year when operating stably, adding a large amount of base power to the system, especially in the southern region.
The plant complex also serves as a flexible power source, supporting system dispatch and balancing in the context of the increasing proportion of renewable energy.

The project is invested according to modern technological standards, using GE's 9HA.02 generation gas turbines (USA) - the highest-tech, high-capacity, and high-efficiency turbine series in the world today. As a result, the plant achieves an efficiency of 62-64%, among the highest currently available. The 9HA.02 technology meets stringent emission standards and allows for flexible fuel switching, from LNG to the ability to burn hydrogen blends up to 50%, with the goal of using 100% hydrogen in the future.

The project has perfected its operational model from input to output, ensuring stability, flexibility, and efficiency. This serves as a model for LNG power plants that Petrovietnam plans to develop in the future, laying the foundation for a modern era of gas-fired power in Vietnam.
As Vietnam's first LNG project, the Nhon Trach 3 and Nhon Trach 4 LNG power plants faced numerous unprecedented challenges, ranging from legal frameworks and policy mechanisms for LNG power development, to the selection of high-tech equipment suppliers, and the handling of a large volume of investment and construction procedures.

Nevertheless, the project has maintained its progress and quality thanks to the decisive efforts of Petrovietnam and PV Power, along with the close support of regulatory agencies, creating a foundation for the stable operation of Vietnam's first two LNG plants in the near future.

Behind a modern LNG power plant lies a massive amount of construction work and the persistent efforts of a team of engineers and workers. Throughout the construction process, 3,257 officials, employees, and workers from the investor, general contractor, and 138 subcontractors participated; approximately 40,000 tons of steel structures and equipment and 120,000 m³ of concrete were installed; and the total working time recorded reached 10 million man-hours.
The commissioning of the Nhon Trach 3 and Nhon Trach 4 LNG power plants not only adds a new, high-efficiency power source but also strengthens Petrovietnam/PV Power's role in ensuring energy security and meeting the electricity needs for socio-economic development and people's lives.

PV Power affirms its commitment to safe and efficient operation, ensuring that both power plants operate stably and at high efficiency, strictly adhering to environmental protection regulations, while also fulfilling its social responsibility responsibilities in the locality and partnering with Dong Nai province in its sustainable development goals.

According to Petrovietnam's strategic development plan until 2030 and vision until 2050, the Group has identified the development of energy industrial centers, with LNG power plants as the cornerstone of the national energy structure.
The Nhon Trach 3 and Nhon Trach 4 LNG power plant projects are a vivid manifestation of this strategy, demonstrating the ability to transform long-term visions into large-scale projects, applying advanced technology and aligning with global energy transition trends.

At the ceremony, Prime Minister Pham Minh Chinh and other leaders performed the ritual of unveiling the plaque designating the Nhon Trach 3 and Nhon Trach 4 LNG power plant projects as exemplary projects to celebrate the 14th National Congress of the Communist Party of Vietnam.
At the ceremony, Mr. Nguyen Van Hung, General Director of LILAMA Corporation - JSC, stated that for LILAMA, the Nhon Trach 3 and Nhon Trach 4 LNG power plant projects are not just projects, but a major test of the construction capabilities of Vietnamese people in the high-tech power and gas sector.
From the early days, the project was heavily impacted by the Covid-19 pandemic, to the period of global equipment and materials market volatility, and then the Red Sea crisis disrupting the supply chain; all the difficulties seemed insurmountable obstacles.
But for LILAMA, it was a motivation to assert its capabilities. LILAMA quickly mobilized its skilled engineers and workers, deploying continuous construction work on multiple fronts.
The unit has mastered complex projects requiring precision, safety, and stringent international standards; it has flexibly applied technical solutions and promptly addressed obstacles to ensure progress. And above all, LILAMA has upheld its commitment to quality, so that each completed project bears the mark of dedication and professionalism.
Thanks to the seamless coordination between the investor, Samsung C&T, GE, and LILAMA, and the support of central and local ministries and agencies, both units were completed with quality exceeding requirements, fully meeting the targets committed in the EPC contract.
This is not only a project success, but also a testament to Vietnam's construction capabilities in large-scale energy projects, especially with next-generation gas turbine technology. LILAMA is proud that its team's contribution has played a significant role in making the Nhon Trach 3 and Nhon Trach 4 projects exemplary, worthy of being one of the important milestones in the development of clean and sustainable electricity sources for the nation.
Throughout the implementation period, LILAMA and Samsung C&T were not only partners, but also teammates sharing a common goal. The challenges faced helped both sides understand each other better, strengthen their bond, and build great trust in the possibility of long-term cooperation. LILAMA believes that the success of the Nhon Trach 3 and Nhon Trach 4 projects will lay the foundation for many new cooperation opportunities between the two sides in the future.
The best features of the Nhon Trach 3 and Nhon Trach 4 LNG projects. 1. The first project in Vietnam to utilize LNG fuel, a pioneering project in the journey of energy transition from coal to cleaner fuels. 2. Vietnam's largest gas-fired thermal power project with a capacity of 1,624 MW. 3. The project has the largest power generation unit in Vietnam, with a capacity of 812MW. 4. The project utilizes GE's 9HA.02 gas turbine, which boasts the highest technology, capacity, and efficiency in the world today. It is capable of co-firing with hydrogen. 5. This project currently has the highest efficiency rate in Vietnam (over 62%). 6. Successfully completed the EPC contractor selection process under the most challenging conditions, during the nationwide fight against the Covid-19 pandemic. 7. The project had the fastest EPC contractor selection time: only 11 months. 8. The EPC contract for the thermal power plant had the highest percentage of work undertaken by domestic contractors, with Lilama accounting for 40% of the value. 9. It is the first LNG power project in Vietnam to secure financing without a government guarantee, with a loan value of nearly $1 billion. 10. This is the project with the lowest investment cost in Vietnam to date. |
