What does the Ministry of Education and Training say about mixed feedback on the regulation on extra teaching?

With only a few days left until Circular 29, which regulates tutoring and supplementary classes, takes effect, many teachers and parents are still filled with mixed feelings.

Discussing this issue, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, affirmed:

Circular 29, recently issued, underwent a development process based on practical experience and previously issued regulations, and involved extensive consultation because it regulates a "large and complex" issue: tutoring.

"Understand and fulfill the responsibilities of all parties."

The next step in the implementation process is "understanding and fulfilling the responsibilities of all parties." These are crucial factors for Circular 29 to truly come into effect.

Mr. Pham Ngoc Thuong stated that following the Prime Minister 's directive on February 7, 2025, regarding strengthening guidance on secondary and high school enrollment and managing extracurricular tutoring activities, the Ministry will continue to issue further directives and instructions to provincial Departments of Education and Training to advise and issue implementation guidelines at the local level.

Regarding the responsibilities of the People's Committees of provinces and cities, the leaders of the Ministry of Education and Training requested that provincial leaders direct the implementation of the contents mentioned in the Prime Minister's directive, such as communicating with schools, teachers, parents, students, and the general public.

At the same time, strictly inspect and handle cases of violations of regulations, and commend and promote exemplary collectives and individuals who are dedicated and committed to students. Provinces and cities should provide appropriate financial support to schools to contribute to improving the quality of education.

Mr. Thuong said that several Departments of Education and Training have already issued guidelines for implementing Circular 29 and advised localities to issue appropriate support policies to develop education and training.

The Ministry of Education and Training requests that provincial Departments of Education and Training that have not yet implemented the program promptly issue guidelines and provide advice appropriate to their localities.

Providing support for underperforming students is the responsibility of the school.

Discussing the responsibilities of schools and teachers, Mr. Pham Ngoc Thuong said: "Our responsibility is to teach in a way that helps students develop qualities and competencies, meet the output standards, and to ensure that testing and evaluation are accurate and complete according to the program's requirements."

For students who are genuinely struggling and facing difficulties in preparing for entrance exams and high school graduation exams, the responsibility of the school and teachers is to provide support. Once we understand this responsibility, other problems will no longer be so burdensome."

Some argue that not offering extra classes reduces teachers' income.

Mr. Thuong said: "We all know that there are many teachers, such as preschool teachers, teachers in remote areas, teachers of multiple subjects… they don't teach extra classes but are still dedicated and passionate about their profession."

In recent times, some negative aspects have emerged in tutoring and supplementary classes, and many good teachers have also suffered reputational damage. Therefore, this new regulation also aims to "protect the dignity of the teaching profession".

Change and innovation are always difficult and hard to accept. But what the circular regulating tutoring and supplementary classes is aiming for is an education system with positive values.

Therefore, although there will be initial difficulties, I hope there will be consensus and determination in implementing this circular. The Ministry of Education and Training will closely work with localities, schools, and teachers throughout the implementation process."

Leaders of the Ministry of Education and Training also believe that, in the field of education in general and the issue of tutoring in particular, the efforts of the education sector alone are not enough. Understanding, involvement, and supervision from parents and society are crucial.

As long as parents remain overly concerned about their children's academic achievements, still feel uneasy simply because their children don't attend extra classes, and haven't fully grasped the role of family education beyond school education, then tutoring and extra classes will continue to exist in a negative light.

Leaders of the Ministry of Education and Training affirmed that both immediate and long-term solutions are needed to ensure that the new regulations on tutoring and supplementary classes are effectively implemented.

Administrative solutions include issuing circulars and specific regulations. Professional solutions involve improving teachers' capabilities and teaching methods, enhancing the responsibility of educators, and fostering students' self-learning abilities.

Another point of concern is that the reform of student assessment, including regular assessments, end-of-term assessments, entrance exams, etc., must be consistent with the content and learning objectives of the 2018 general education curriculum currently in operation.

This is crucial because it will help students acquire the necessary skills and abilities to pass entrance exams and tests without needing extra tutoring. The Ministry of Education and Training is directing efforts to strengthen the linkage between general education and higher education so that university entrance aptitude tests are aligned with the required learning outcomes of the general education program, without exceeding or overly challenging students…

Regarding infrastructure and school facilities, local authorities should invest to ensure sufficient schools and classrooms, increase the number of schools offering two sessions per day, and aim to ensure equitable access to education for students.
