Prior to the 9th session of the 15th National Assembly, voters in Hung Yen province submitted feedback to the Ministry of Education and Training , reflecting on the fact that after the implementation of Circular No. 29 of the Ministry of Education and Training regulating supplementary teaching and learning, it brought about many important changes in education management, contributing to reorienting the way teaching and learning are organized in a healthier direction.
However, voters believe that the current regulations on tutoring and supplementary classes have many shortcomings, causing difficulties for parents and students. Therefore, voters suggest that the Ministry of Education and Training research regulations that are appropriate to the practical situation in order to effectively manage tutoring and supplementary classes, so that education returns to its true essence and does not turn students into "learning machines," "rote learners," or tools for teachers to earn extra income.
At the same time, the Ministry of Education and Training needs to consider and research reducing the curriculum load, increasing extracurricular activities, experiential learning, and life skills training to aim at training a future generation with physical health, mental health, and social health.
Responding to this issue, Minister of Education and Training Nguyen Kim Son stated that in recent times, the Ministry has implemented numerous solutions to manage extracurricular tutoring activities, enhance the quality of regular classes, strengthen accountability for educational quality in schools, and provide time and space for students to experience, practice, and develop through educational activities tailored to their individual needs for holistic development.
The Ministry of Education and Training has advised the Prime Minister to issue a directive on strengthening guidance on secondary and high school enrollment and managing extracurricular tutoring activities; and has issued, within its authority, documents to the People's Committees of provinces and cities to enhance coordination in the implementation of Circular 29.
Accordingly, localities are requested to allocate budget resources and strengthen the mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of compulsory education age can attend school, reducing pressure in enrollment to reduce the need for extra tutoring.
Local authorities need to actively improve the quality of teaching and learning during regular class hours, diversify teaching methods and organizational forms, and strengthen the application of information technology; continue to innovate assessment methods and forms, and avoid putting pressure on students to attend extra classes.
The Ministry of Education and Training has advised and submitted to the Prime Minister a directive on organizing two-session-per-day teaching and summer activities for children and students, in accordance with the instructions of General Secretary To Lam. This helps reduce widespread private tutoring and strengthens the organization of educational activities to develop students' qualities and abilities, while also aligning with the Party's policy of waiving tuition fees for students and organizing two-session-per-day teaching, meeting the learning needs and developing the talents of each student.
