The visit took place against the backdrop of the continuously strengthening and developing comprehensive strategic partnership between Vietnam and China, especially the substantive cooperation between border localities of the two countries.

This also marks Comrade Hoang Quoc Khanh's first overseas visit after being transferred to become Secretary of the Lang Son Provincial Party Committee, and coincides with the successful conclusion of the visit and work of Wei Tao, Chairman of the Guangxi Zhuang Autonomous Region Government, to Vietnam (including Lang Son) at the end of November.

This demonstrates the close cooperation between Guangxi and Vietnamese ministries, departments, and localities in general, and with Lang Son in particular. It is a vivid manifestation of the implementation of important common understandings reached by the high-level leaders of the two countries, fostering friendship and contributing to the building of a strategically significant Vietnam-China Community of Shared Future from a local perspective.

During the visit, the delegation held talks with the Secretary of the Guangxi Zhuang Autonomous Region Party Committee, Tran Cuong, and the Chairman of the Guangxi Zhuang Autonomous Region Government, Vi Thao; visited and worked with the Vietnamese Consulate General in Nanning; and surveyed the China-ASEAN Artificial Intelligence Application Cooperation Center...

During the talks, the two sides had an in-depth exchange on the situation and results of cooperation between the two localities in the past period, and agreed on many major directions to promote comprehensive, effective and sustainable cooperation between Lang Son province and Guangxi Zhuang Autonomous Region in the future.

Key areas of cooperation discussed by both sides include: continuing to effectively implement important common understandings, mechanisms, agreements, and outcomes of the Spring Meeting between the Secretaries of provinces/regions and the Joint Working Committee; strengthening exchanges and delegations, implementing cooperation programs on cadre training, and in-depth exchange of models and mutual learning on theory and practical experience in Party building and state management; strengthening transportation infrastructure connectivity, especially railway connectivity, with a breakthrough in promoting the planning and construction of the Dong Dang – Hanoi standard gauge railway line; continuing to build and operate a pilot smart border gate at Huu Nghi – Huu Nghi Quan border gate; opening/upgrading/recognizing pairs of border gates, customs clearance points, border crossings, and border markets…

Both sides also agreed to facilitate customs clearance, trade, and import/export of goods; closely coordinate in border management and protection in accordance with relevant legal documents and agreements; promote cooperation in artificial intelligence as well as smart agriculture and clean energy; leverage the potential and advantages of both sides to develop cross-border tourism with new tours, routes, and tourism products connecting unique tourism routes and "red tourism" of both localities; strengthen cooperation in education and training, environmental protection, and emergency response (fires, forest fires, floods, etc.); and focus on enhancing people-to-people exchanges between the two sides in diverse, vibrant, and culturally rich forms.

Both sides affirmed their commitment to maintaining a mechanism for regular exchanges and meetings between the leaders of the two provinces/regions and relevant agencies to promptly address difficulties and promote substantive cooperation, especially the importance of the Spring Meeting Mechanism between the Secretary of the Guangxi Party Committee (China) and the Secretaries of the provinces/cities of Quang Ninh, Lang Son, Cao Bang, Tuyen Quang, and Hai Phong (Vietnam).

Promoting cooperation between border localities of Vietnam and China in general, and cooperation between Lang Son and Guangxi in particular, is one of the key priorities of the Vietnamese Consulate General in Nanning (China) in its foreign affairs work.

The Consulate General will continue to play a bridging role, supporting localities in both countries to strengthen delegation exchanges, expand and deepen cooperation in the fields of economics, trade, investment, culture and social affairs, and people-to-people exchanges, contributing to deepening mutual understanding between the two sides; building a peaceful, friendly, stable, cooperative and developing border, and making positive contributions to building the strategically significant Vietnam-China Community of Shared Future at the local level.

The visit and working trip of the delegation led by the Secretary of the Lang Son Provincial Party Committee, Hoang Quoc Khanh, to Guangxi was a great success, contributing to concretizing the important common understandings reached by the high-level leaders of the two Parties and two countries, while creating new momentum for cooperation between border localities and making a positive contribution to deepening the comprehensive friendship and cooperation between Vietnam and China in the new period.
