The Ministry of Education and Training requests that localities urgently complete the appointment of professional titles for teachers in preschool, primary, secondary, and continuing education institutions , ensuring they hold positions consistent with current regulations.
Proactively determine the proportion of civil servants by professional title in public service units under their management, ensuring it is consistent with the local situation, as a basis for reviewing proposals for promotion to higher professional titles and determining successful candidates in the promotion examination.
No foreign language or computer skills certificates are required.
The Ministry of Education and Training notes that the determination of the equivalent tenure period is carried out according to the regulations in Article 13 of Circular No. 13/2024/TT-BGDĐT. Accordingly, the work experience of primary and lower secondary school teachers of rank III and equivalent (including the duration of employment contracts as prescribed) is determined to be equivalent to the tenure in the professional title of primary and lower secondary school teacher of rank III, without requiring a full 9 years of university-level training.
Teachers who already possess one of the professional development certificates according to the teacher professional title standards for their current teaching level are considered to meet the requirements for professional development certificates for their current teaching level and can use this certificate to apply for promotion to a higher professional title; teachers are not required to obtain additional professional development certificates according to the new professional title standards.

If the actual job position does not require a foreign language or computer skills certificate, then teachers are not required to have such certificates.
The application for promotion must specifically detail achievements in professional activities to serve as a basis for determining the successful candidates in the promotion examination according to regulations.
For standards (including standards on the application of information technology and the use of foreign languages in professional activities) that lack supporting evidence such as diplomas, certificates, certifications, decisions, awards, commendations, projects, or products applied in the education and teaching of students, and related documents, the evidence shall be a record of evaluation and comments on the ability to meet those standards by the professional team, department, or equivalent, and confirmed by the head of the educational institution directly managing and employing the teacher.
The Ministry of Education and Training requests continued review and organization of professional title promotion for lecturers in teacher training colleges, teachers, and lecturers in vocational education under its management authority, in accordance with the actual conditions of each locality.
Earlier, at the end of November, the Ministry of Education and Training also sent a document to provincial People's Committees regarding the review of teacher professional title promotions, which pointed out that some localities had not organized teacher promotions for the past 10 years.
However, in reality, each locality and each school still lacks a unified understanding and approach, causing much concern and frustration among teachers. Therefore, the recently issued document from the Ministry of Education and Training provides more specific guidance to give localities a basis for implementation.
