The Ministry of Education and Training announced that it has sent Official Letter No. 1581/BGDĐT-GDPT to the People's Committees of provinces and centrally-administered cities regarding ensuring the maintenance and improvement of the quality and effectiveness of public educational institutions in administrative units when implementing the two-tiered local government model.
Accordingly, the Ministry of Education and Training proposes that localities retain existing educational institutions and transfer the state management functions for secondary schools, primary schools, and kindergens to the commune-level authorities.
The Provincial People's Committee is responsible for directing specialized agencies to issue guiding documents on the content of state management of education currently managed by the district level, transferring them to specialized agencies at the provincial and commune levels when implementing the rearrangement and reorganization of local governments at two levels, ensuring that administrative activities related to education operate normally, smoothly, continuously, without interruption, and without affecting the normal activities of society, people, and businesses.
State management responsibilities in the field of education must be assigned to specialized agencies to ensure the implementation of tasks related to job position decisions, financial norms for education, staffing allocation, and budget distribution for education within the province. This ensures strong decentralization without neglecting or fragmenting the management of professional education and the conditions for ensuring educational quality within the national education system.
The implementation of state management content regarding education in the specialized fields of the sector is unified; recruitment, arrangement, assignment, secondment, and development of the teaching staff are carried out uniformly by the provincial-level specialized agency (Department of Education and Training) throughout the province to ensure overall regulation and address situations of localized teacher shortages or surpluses.
During the implementation process at the local level, the Ministry of Education and Training requests that provincial People's Committees avoid gaps, overlaps, or fragmentation of management tasks, especially in key areas such as: professional guidance, curriculum content, staff management, finance, school facilities, inspection, and supervision.
When implementing the decentralization of state management in education, it is necessary to ensure consistency with the direction of the Laws that the Government is preparing to submit to the National Assembly for approval (Law on Teachers; amended and supplemented Law on Education; amended Law on Local Government; amended Law on Vocational Education, etc.) in order to effectively manage state affairs related to the specific professional activities of the education sector.
