| The new general education program implements a diverse range of textbooks. |
Regarding the shortage of textbooks, especially for the first grades to be replaced with new textbooks such as grades 4, 8, and 11, at the government press conference on the afternoon of June 3rd, Mr. Hoang Minh Son - Deputy Minister of Education and Training - stated that the reason was partly due to localities being slow in selecting textbooks this year, and partly due to waiting for price approval in some localities. At this time, all localities have approved all types of textbooks.
The Ministry of Education and Training has repeatedly worked with the Education Publishing House to resolve internal difficulties, along with directing the development of a plan, primarily focusing on textbooks from previous years that are not new, and textbooks for other grades, which have been proactively printed in advance and are basically complete.
Mr. Son added that the textbooks for grades 4, 8, and 11 are all new books. As of yesterday, the bidding process for printing nearly 80% of the books has been completed, with the remaining 20% based on reports from localities so that the Education Publishing House can plan the printing. The remaining 80% will be printed in June, and the remaining books will be completed in time for the new school year, ensuring sufficient textbooks for grades 4, 8, and 11. Thus, all textbooks for general education will be completed.
Regarding textbook compilation, the policy of socializing textbook compilation, publishing, and printing is a major policy outlined in Resolution No. 88 of 2014 by the National Assembly. The 14th National Assembly also issued Resolution No. 122 stating that when implementing textbook compilation through socialization, if at least one set of textbooks for a specific subject has been reviewed and approved, then no textbook compilation using state budget funds for that subject should be undertaken.
According to Mr. Son, this time all approved classes (9 out of 12 classes) have three sets of textbooks. The Ministry of Education and Training will strictly implement Resolution 122 of the National Assembly. In the near future, they will continue to evaluate and approve the three final sets of textbooks for grades 5, 9, and 12 (evaluation and approval will take place in June).
Therefore, there is currently no directive from higher authorities regarding the Ministry of Education and Training organizing the compilation of textbooks.
