The goal of building a smart city is to comprehensively apply information technology solutions across all aspects of socio-economic life. In addition to existing and ongoing public administrative services, citizens will have access to many other public services such as healthcare, education, insurance, and transportation, ensuring quick and equitable access to these services. To date, the La Gi IOC (Integrated Operations Center) has completed the main functions of the subsystems within the Binh Thuan IOC and is ready for trial deployment.
What is IOC configuration?
Specifically, the socio-economic management subsystem will help the town's leaders see the overall picture of the local socio-economic development. The system provides users with clear information on the upward/downward trends of important indicators in the area. The fluctuations of the indicators are visually displayed, helping leaders at all levels quickly and fully grasp the data established in the past, thereby making assessments for the future. This greatly supports the leadership's management work compared to the current method of using monthly and quarterly paper reports. Currently, the indicators have been uploaded to the La Gi IOC according to Decision No. 2256 on the promulgation of the list of socio-economic indicators used in the socio-economic subsystem of the IOCs of districts, towns, and cities.
For the healthcare sector, the system provides an overview and detailed information on key indicators, areas, and statistics, including: the rate of health insurance claims, the number of outpatient visits, the number of emergency cases, and the disease situation; as well as statistics on population by age group and the status of medical examinations and treatments. Based on the analysis of data fluctuations, the system will provide forecasts to enable leaders to make appropriate directives aligned with the overall goal of improving the health of the entire population. With its function of providing detailed statistics on medical examinations and treatments, the Healthcare Management System offers comprehensive statistics on key aspects of medical examinations, treatments, and healthcare for the people, such as: the total number of outpatient visits, the total number of deaths, emergency cases, inpatient and outpatient treatments. In addition, the system also provides charts on the disease situation over time and the most common diseases in the area over time. With this information, town leaders can quickly grasp and direct healthcare activities in the locality.
Furthermore, in the field of education, the system supports leaders at all levels in monitoring and supervising local educational activities such as: digitizing school locations on maps to show the distribution of schools throughout the area; monitoring the number of students and teachers annually in each district; the teacher-to-student ratio; determining thresholds to warn of overcrowding in schools; monitoring learning quality; student enrollment rates at each educational level, etc.

Managing the public administration sector
Regarding the management of public administration, the main interface of the system displays aggregated information on the status of file processing in the area, such as: Total number of files received; number of online files received each month; number of unresolved files; overdue files; resolved files; and resolved files that are overdue.
Regarding online information monitoring, integrating a social media listening and monitoring platform (VnSocial) will enable leaders and authorities to listen to and monitor online news to find relevant information related to keywords or a group of keywords in a timely and effective manner. The system collects data from the internet, newspapers, social media, YouTube, forums, etc., to identify topics being discussed and debated. Based on AI and Big Data technology, the system analyzes the collected data, assesses discussion trends, and identifies positive and negative sentiments in the content. This provides an overview of issues of concern, serving as a basis for local leaders to make timely and accurate decisions, promoting positive influence while addressing and preventing misinformation and negative content.
The on-site feedback system will receive feedback through multiple interactive channels, thereby helping the government understand which feedback channels citizens are interested in and trust, and thus focus on providing better support to the people. In addition, the system helps leaders at all levels understand which areas are of concern to the people, the time periods when most people submit feedback; and survey the level of citizen satisfaction with the communication and handling channels of the government. With the number of feedbacks updated regularly and continuously, at the beginning of each workday, town leaders can monitor and understand the situation of receiving and handling complaints and feedback from the previous day in various areas to direct timely handling in situations where unusual or unexpected events arise...
It is believed that the IOC La Gi will be effective in improving the satisfaction level of people and businesses with the town government, encouraging creativity and active participation of people in social management.
