The Ministry of National Defense promotes the implementation of tasks and projects under the Digital Transformation Project and Project 06.

( Bqp.vn ) - On the morning of August 21, in Hanoi, Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense chaired the Conference of Heads of the Ministry of National Defense to listen to reports on the situation and results of implementing tasks and projects under the Digital Transformation Project and Project 06 in the Ministry of National Defense.

The report at the conference showed that, in the past time, the implementation of tasks and projects under the Digital Transformation Project and Project 06 in the Ministry of National Defense has received attention and direction from the Head of the Ministry of National Defense, creating favorable conditions for arranging funding for implementation. Agencies and units assigned to preside over the implementation of projects and tasks have made many efforts during the implementation process. The competent authorities have been resolute, proactive, and responsible in guiding, monitoring, urging, and proposing many solutions to remove difficulties and obstacles in the implementation process.

To promote the digital transformation process, the Ministry of National Defense is one of the few ministries, branches and localities that have proactively completed the development of the Digital Transformation Project by 2025, with a vision to 2030, with specific viewpoints, goals, roadmaps and assurance plans. Of which, the Digital Transformation Project in 2024 has a total of 17 projects, under the responsibility of 16 agencies and units. However, up to now, only 2 projects have been appraised on time, the remaining 15 projects are behind schedule. The total number of tasks under the project is 46, under the responsibility of 35 agencies and units, of which 45/46 tasks have been completed and sent to relevant agencies for comments.

These are new and difficult contents. During the implementation process, it is necessary to associate with process restructuring, investment efficiency and ensure the inheritance of invested information technology projects, so the implementation progress of agencies and units inevitably has many problems, leading to delays in implementation.

Speaking at the conference, Senior Lieutenant General Le Huy Vinh emphasized that digital transformation has become an inevitable trend, an objective requirement and a strategic choice to build a modern Army. Ensuring the progress and effectiveness of tasks and projects under the Digital Transformation Project and Project 06 in the Ministry of National Defense plays a very important role in accelerating the digital transformation process of the Ministry of National Defense. The projects have concretized viewpoints and goals into tasks and projects with a specific roadmap for the period 2024 - 2025, with a vision to 2030 to gradually remove bottlenecks of digital transformation in the Ministry of National Defense; therefore, agencies and units need to be more urgent and drastic in organizing implementation.

Senior Lieutenant General Le Huy Vinh requested that leaders and commanders of assigned agencies and units must closely monitor, be specific, and grasp the objectives and roadmap requirements of each task and project in order to direct the implementation seriously, responsibly, and be accountable to the Party Committee and leaders for the quality, progress, and effectiveness of the projects and tasks. Fully promote the role and responsibility of agencies in investment management, implementation, promptly seek opinions, and increase exchanges with superior authorities. Strictly manage the objectives and quality of project and task implementation; at the same time, regularly review, urge, and control the quality and progress of implementation. In particular, do not let quality management be lax because of disbursement progress, avoiding the phenomenon of leaving it to contractors, consulting units, supervisors, and subordinates. Agencies and units participating in project and task appraisal need to proactively research related contents, speed up the progress of content appraisal (especially internal appraisal procedures), ensure quality, time, etc.
