( Bqp.vn ) - On the afternoon of January 9th, in Hanoi, the Department of Standards, Metrology, and Quality (General Staff) held a conference to summarize the work of the Standards, Metrology, and Quality sector and military registration in 2024, and to implement tasks for 2025. Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army, attended and directed the conference.

Major General Nguyen Manh Hung, Director of the Department of Standards, Metrology and Quality, delivered a speech at the conference.

The report presented at the conference affirmed that in 2024, the Department of Standards, Metrology, and Quality and other agencies and units throughout the sector demonstrated a proactive and creative spirit, overcoming difficulties and comprehensively implementing and successfully completing their tasks; effectively fulfilling their role in advising and proposing state management on standards, metrology, quality, and military registration throughout the armed forces; controlling the quality of weapons, equipment, products, and defense goods; strictly maintaining metrology regulations; and strengthening the technical work regime of the sector, achieving 100% to 105% of the annual plan targets, ensuring quality and efficiency. The capacity of metrology and quality control facilities has been enhanced, gradually fulfilling the task of ensuring metrology for new generation equipment and weapons.

The Department of Standards, Metrology, and Quality has effectively advised and proposed to the Minister of National Defense , the General Staff, and other agencies and units on the development, supplementation, and amendment of legal documents and military administrative management documents in accordance with State and Army regulations. It participated in the development of Directive No. 38-CT/TW dated July 30, 2024, of the Party Central Committee on strengthening national standards, metrology, and quality control work until 2030 and beyond within the Ministry of National Defense, and chaired the drafting of the implementation plan for the Directive within the Ministry of National Defense. It also issued guidelines for the implementation of specialized technical work in metrology; and guidelines for the implementation of the Circular on the registration and inspection of military vessels.

The development and application of technical regulations and national standards in the military and defense sectors for technical equipment and defense products have been well organized. The capacity of strategic and operational-level measurement and quality control facilities has been enhanced; the legal framework for measurement in the Army has been strictly maintained. Units throughout the army have thoroughly understood and strictly complied with regulations in the field of quality management of weapons, equipment, products, and defense goods; many types of weapons, equipment, products, and defense goods have undergone quality inspection, acceptance, and have been put into effective operation and use. The military registration work has been well directed and organized, guiding units to implement the regulations of the State and the Ministry of Defense for newly built, modified, modernized, and repaired military vessels in accordance with State and Ministry of Defense regulations.

Speaking at the conference, Lieutenant General Nguyen Van Nghia commended the achievements of the Standards - Measurement - Quality sector in 2024, affirming that these results have made a significant contribution to the successful completion of military and national defense tasks of units throughout the army.

Emphasizing the need to identify the work of military standardization, measurement, quality control, and registration as a crucial task, helping commanders at all levels to have a firm grasp of the condition and quality of weapons, equipment, products, and defense goods, thereby managing, exploiting, and using them effectively; General Nguyen Van Nghia requested that the Standardization, Measurement, and Quality Control sector thoroughly implement the Chief of the General Staff's Directive on military and defense work in 2025; focus on reviewing, amending, supplementing, and proposing the development of legal documents and management documents for the sector to ensure uniformity and enhance effectiveness and efficiency. Implement comprehensive measures to carry out the Chief of the General Staff's Decision on the organizational structure and staffing of the Standardization, Measurement, and Quality Control sector throughout the army. Direct and guide the development and application of technical standards and regulations in the military and defense fields for technical equipment, products, and defense goods. Strengthen inspection and guidance on the dissemination and implementation of standards at units; organize the provision of accurate measurements for new-generation technical equipment, focusing on synchronized measurement and testing equipment with the technical equipment of units moving directly towards modernization. Perform registration and inspection activities for military vessels and vehicles in accordance with regulations. Strengthen training and professional development; train in the operation and use of measurement and testing equipment. Promote military science and military scientific information, encourage technical innovation initiatives; effectively implement the digital transformation program in agencies and units...
