One of the city's five strategic breakthroughs in the new term is to complete the city-wide planning system, including a modern and integrated urban plan.

Many buildings of modern cities

From a low-lying, swampy area that existed for hundreds of years, Vu Yen Island on the north bank of the Cam River has successfully undergone a spectacular transformation, becoming one of the most modern urban areas on the northern tourism map of the city. Vincom Mega Mall Royal Island, the island's new shopping center, is expected to open and begin operations at the end of September.

The Vu Yen Island amusement park, residential area, and ecological park project has been approved by the Prime Minister , with a total investment equivalent to 2.4 billion USD.

During the 2020-2025 term, Hai Phong city also made a strong breakthrough by basically completing the infrastructure project of the North Cam River New Urban Area, with typical works such as: the Political -Administrative Center, the City Conference and Performance Center...

In the former Hai Duong province, the Prime Minister issued a decision approving the Hai Duong provincial planning for the period 2021-2030, with a vision to 2050. Accordingly, by 2030, Hai Duong will become a modern industrial province, a driving force center of the Red River Delta region. By 2050, Hai Duong will meet the criteria to become a centrally-governed city.

The socio-economic development space of Hai Duong is oriented along four axes, including an economic development axis along the river routes. Notably, the Ecorivers Hai Duong urban area, built by the investor Ecopark Hai Duong Investment Joint Stock Company, is part of the province's strategy to develop riverside residential and urban areas and is a popular choice for many residents.

Following the merger, Hai Phong city increased in area and population, leading to significant impacts on the city's development strategy. According to Chu Ngoc Ha, Director of the Hai Phong City Planning Institute, the advantages of expanding urban space help reduce pressure on the old urban core, creating land for the formation of new, modern, and smart urban areas that meet international standards.

Urgent adjustments to the master plan.

In the Political Report presented to the First Congress of the City Party Committee, term 2025-2030, the City Party Committee clearly outlined specific goals, tasks, and timelines, including the urgent organization of the preparation and adjustment of the Hai Phong City Planning for the period 2021-2030, with a vision to 2050 (to be completed in 2025) and the Hai Phong City Master Plan to 2040, with a vision to 2050, ensuring consistency and interconnectedness.

Following the directive of Comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee: in the last months of 2025, the Department of Construction needs to quickly carry out the task of advising and organizing the preparation of a new general plan for Hai Phong city to replace the separate general plans of the two localities previously.

According to Tran Cao Nguyen, Deputy Head of the Planning and Architecture Department of the Department of Construction, in the 2025-2026 period, the city will review the current situation, integrate data from existing plans, determine the vision and spatial orientation to develop a general plan for submission to the Prime Minister for approval. In the 2026-2027 period, the plan will be developed, surveyed, and options will be constructed, feedback will be gathered from relevant parties, and the plan will be finalized for submission to the Prime Minister for approval, ensuring that "planning precedes projects."

From the perspective of expanding urban space, the new plan is of great importance. Architect Vo Quoc Thai, Chairman of the City Architects Association, believes that it is necessary to study and review the individual master plans of each locality, and then consolidate them into a general plan for the city. The focus should be on the port city; connecting urban areas in line with strategic economic development orientations, prioritizing the maximum utilization of each region's advantages…

According to Master Nguyen Van Minh, Deputy Head of the Faculty of Economics and Management (Thanh Dong University), the new planning is an opportunity to reconstruct the socio-economic development space of the city in a modern and sustainable direction, creating new multi-centered urban areas.

The development of a new master plan, including urban planning for both western and eastern Hai Phong, will effectively contribute to the process of building Hai Phong by 2030 into a modern, civilized, ecological, and livable industrial port city of regional significance in Southeast Asia, as set forth by the City Party Committee.
