On the morning of April 19th, at the central location of Terminal 3 of Tan Son Nhat International Airport ( Ho Chi Minh City), Prime Minister Pham Minh Chinh presided over the groundbreaking and inauguration ceremony for 80 key national projects and major constructions to commemorate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
The groundbreaking and inauguration ceremonies were held simultaneously in a hybrid format, combining in-person and online participation across all three regions of Vietnam (North, Central, and South), connecting online from the main hub in Ho Chi Minh City to construction sites and projects nationwide.
In Ca Mau province, three construction projects were started and inaugurated: the handover of land and groundbreaking ceremony for the upgrade and expansion project of Ca Mau Airport; the commencement of the investment project to build Ca Mau General Hospital with a capacity of 1,200 beds; and the technical opening of the Ganh Hao bridge construction project connecting Ca Mau and Bac Lieu provinces.
Attending the groundbreaking ceremony for the Ca Mau General Hospital construction project with a capacity of 1,200 beds were Provincial Party Secretary Nguyen Ho Hai, Chairman of the Provincial People's Committee Pham Thanh Ngai, along with representatives from the Provincial People's Council, People's Committee, Vietnam Fatherland Front Committee of Ca Mau province, provincial departments and agencies, and local people.
Provincial leaders, department heads, and local officials performed the ceremony of pressing the button to officially launch the project.
The Ca Mau General Hospital construction project, with a capacity of 1,200 beds, is invested by the Ca Mau Provincial Construction Project Management Board, with a total investment of over 3.3 trillion VND. The project is being built on land located in Ward 6 and Ward 7, Ca Mau City, with a total construction area of approximately 12.15 hectares.

The project includes the following construction items: Main building; Psychiatry department building; Infectious disease department building; Mortuary; Ambulance and maintenance garage; General area and accommodation for patients' relatives. Auxiliary facilities include: 5 guard houses; 3 motorbike parking areas; helicopter landing pad; technical area; pump room - domestic water and fire fighting reservoir; wastewater treatment plant; incinerator - waste storage building; oxygen tank building; transformer station; radiation tank. Technical infrastructure items include: site leveling, internal roads, power supply to the building, solar power system, water supply and drainage system, RO clean water supply system and central and local hot water supply at some necessary locations, domestic wastewater treatment system, medical wastewater treatment system...

Speaking at the groundbreaking ceremony, Chairman of the Provincial People's Committee Pham Thanh Ngai said: The existing Ca Mau General Hospital was designed with a limited capacity of 500 beds. Over time, the facilities have deteriorated and become damaged, and it frequently operates in an overloaded state, especially in the Cardiology, Oncology, Orthopedics, and Neurology departments. At peak times, the hospital has to operate at double its designed capacity, equivalent to 1,000 beds.

Despite facing numerous challenges in terms of both infrastructure and human resources, the hospital has made significant efforts to improve the quality of examination and treatment, transfer technology, and act as a satellite for higher-level hospitals such as Cho Ray Hospital, Ho Chi Minh City Orthopedic and Trauma Hospital, and Ho Chi Minh City Oncology Hospital. It has implemented many advanced treatment techniques, thereby making a significant contribution to the healthcare of the local population.
To continue fulfilling its mission of providing healthcare to the people, the implementation of the Ca Mau General Hospital construction project with a capacity of 1,200 beds is essential and of great significance. Upon completion, along with the techniques successfully implemented in the past, the hospital will develop many more advanced and specialized techniques such as: cancer diagnosis and treatment using radiotracers, intensity-modulated radiotherapy (IMRT), complex neurosurgery, cranial surgery, spinal surgery, and thoracic surgery, along with a specialized intensive care unit (ICU) for treating severe infections and toxic diseases...
"This is a strategic development aimed at improving the quality of treatment, reducing the burden on higher-level hospitals, and gradually affirming the hospital's role as a high-tech medical center in the Mekong Delta region, building trust among the people when choosing to seek medical examination and treatment here," said Chairman of the Provincial People's Committee Pham Thanh Ngai.
On this occasion, the Chairman of the People's Committee of Ca Mau province awarded certificates of commendation to individuals who had achieved outstanding results in handing over land to the State ahead of schedule for the implementation of the project.

Ca Mau Airport is a strategically important domestic airport for national defense and security, serving as a gateway connecting the southernmost part of the country with the economic and political centers nationwide. However, after many years of operation, the existing infrastructure of Ca Mau Airport is small in scale, with a runway only 1,500 m long, only capable of handling low-altitude aircraft and short-haul routes (such as ATR72), failing to meet the growing needs of transportation, economy, tourism, and national defense and security in Ca Mau province and the region.
According to Mr. Le Van Su, Vice Chairman of the Provincial People's Committee, Ca Mau province has made every effort and balanced the provincial budget to implement the land clearance project, with a total investment of approximately 860 billion VND handed over to the investor for project implementation.
Investing in the expansion and upgrading of Ca Mau Airport not only meets the urgent needs of civil aviation operations but is also a crucial factor in ensuring national defense and security, contributing to socio-economic development, promoting tourism, and attracting investment to the Mekong Delta region.
Mr. Dao Viet Dung, Standing Committee member and member of the ACV Board of Directors, pledged to closely coordinate with local authorities, agencies, departments, and relevant units to ensure the project is implemented on schedule within 18 months.
The project to expand and upgrade Ca Mau Airport was approved by the Prime Minister in Decision No. 1188/QD-TTg dated October 15, 2024, with the objective of investing in the expansion and upgrading of Ca Mau Airport to ensure the operation of A320, A321 and equivalent aircraft; creating momentum for economic, cultural, and social development, while ensuring national security and defense of Ca Mau province and the region.
Representatives of the investor ACV and leaders of Ca Mau City signed an agreement to hand over the land for the implementation of the Ca Mau Airport expansion and upgrade project.
The Ca Mau Airport expansion and upgrade project is a Group A project with a total investment of approximately VND 2,400 billion. The project includes the following main components: construction of a runway measuring 2,400 m x 45 m, ensuring the operation of A320/A321 aircraft and equivalents; construction of a connecting taxiway to Terminal 9, 128 m long and 15 m wide, ensuring the operation of A320/A321 aircraft and equivalents; construction of an aircraft parking apron capable of accommodating 3 A320/A321 aircraft and equivalents, measuring 182 m x 112.5 m; renovation and expansion of the existing terminal to increase its capacity to 500,000 domestic passengers per year, with the potential to expand to 1 million passengers per year when needed; and construction of supporting facilities.

Speaking at the ceremony, in his capacity as the project manager and investor, Mr. Dao Viet Dung, Standing Committee member and member of the ACV Board of Directors, pledged to closely coordinate with local authorities, agencies, departments, and relevant units to ensure the project is implemented on schedule, fully complies with legal regulations, and guarantees the quality of the construction, labor safety and security, environmental hygiene, and investment efficiency.

The Gành Hào Bridge construction project has a total investment of 655 billion VND, and is one of three component projects under the Ông Đốc River Bridge construction project, the East-West arterial road, and the Gành Hào Bridge, with a total investment of 2,150 billion VND, using central government budget support and Ca Mau province budget funds. The land clearance work on the Đông Hải district side, costing 28 billion VND, was allocated from the Bac Lieu provincial budget.

The Gành Hào Bridge is the second sea-crossing bridge (after the Ông Đốc River Bridge) on the East-West arterial road of Cà Mau. On behalf of the leaders of Cà Mau and Bạc Liêu provinces, Vice Chairman of the Cà Mau Provincial People's Committee Lâm Văn Bi congratulated the Party Committee, government, and people of Đầm Dơi and Đông Hải districts in general, and Tân Thuận commune and Gành Hào town in particular, on this particularly significant event.

Mr. Lam Van Bi emphasized: "The Song Doc and Ganh Hao estuaries are large and important estuaries in the Mekong Delta region in terms of economics, politics, and national defense and security. Currently, the Ganh Hao estuary is the administrative boundary and the gateway to the East Sea for the two provinces of Ca Mau and Bac Lieu, playing a crucial role in many aspects. It is a key connection point linking the area along the East Sea coast through Ca Mau and Bac Lieu provinces with National Highway 1 and the area on the West Sea coast through Ca Mau and Kien Giang provinces. The Ganh Hao Bridge is the largest bridge project that has been invested in connecting the two provinces of Ca Mau and Bac Lieu. This is the final 'link' to connect the road axis from the Song Doc estuary on the West Sea to the Ganh Hao estuary on the East Sea, eliminating the isolation and the sole road transport route in this estuary area."
Pham Van Thieu, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Bac Lieu province, presented certificates of commendation to individuals who made outstanding contributions to the completion of the Ganh Hao Bridge project.
Vice Chairman of the Ca Mau Provincial People's Committee Lam Van Bi presented certificates of commendation from the Chairman of the Provincial People's Committee to individuals who handed over the land for the project ahead of schedule.
Vice Chairman of the Provincial People's Committee Lam Van Bi commended the unwavering support of the people in Tan Thuan commune, Dam Doi district, Ca Mau province and Ganh Hao town, Dong Hai district, Bac Lieu province for the project; in the land clearance work, they have agreed on the compensation plan, relinquished land and housing, and handed over the construction site according to the plan so that the project can be implemented on schedule.
The Gành Hào Bridge has a total length of 770 m, a bridge deck width of 12 m, and consists of 14 approach spans. It was designed and constructed using the balanced cantilever casting technology, with a navigation clearance width of 60 m and a navigation clearance height of 11 m.
"The Department of Construction should expedite the research and completion of the planning scheme, serving as a basis for urban renovation, rational residential arrangement, and the formation of functional zones to create space for the development of various industries and service types. This will boost investment attraction and promote rapid and sustainable development with the goal of making Tan Thuan a driving force for marine economic development in the province and the region. Together with Ganh Hao town, it will effectively utilize and exploit its unique potential and strengths, especially the significant advantages from the Ganh Hao estuary and the Ganh Hao bridge," Mr. Lam Van Bi suggested.
On this occasion, the People's Committee of Ca Mau province awarded certificates of merit to one collective and 23 individuals for their outstanding achievements in contributing to the completion of the Ganh Hao Bridge project.
Box: According to reports from ministries, sectors, and localities, 80 projects were launched and inaugurated during this period with a total investment of over 445,000 billion VND, of which 305,000 billion VND was for projects launched and 140,000 billion VND was for projects inaugurated. State budget capital accounted for 185,000 billion VND; non-state budget capital accounted for 260,000 billion VND. This is an achievement and proof of the aspiration for development, demonstrating the will and determination of the Party, State, and people to build a prosperous, civilized, and modern country.
