On the evening of June 2nd, the Party Committee, Government, military, and people of Quang Binh province solemnly organized a ceremony to commemorate the 420th anniversary of the formation of Quang Binh province (1604-2024), the 75th anniversary of the Quang Binh Uprising (July 15, 1949 - July 15, 2024), and the 35th anniversary of the re-establishment of the province (July 1, 1989 - July 1, 2024). The event was held with great enthusiasm and determination to continue inheriting the precious traditions of the homeland and build a prosperous, beautiful, and civilized Quang Binh.
On behalf of the Party and State leaders, Politburo member and Prime Minister Pham Minh Chinh attended and delivered a speech at the commemoration ceremony. Also present were: Comrade Phan Dinh Trac, Politburo member, Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Commission; leaders of central and local ministries and agencies; representatives of leaders from many provinces and cities nationwide; leaders of Khammouane, Savannakhet, and Champasak provinces (Lao People's Democratic Republic); leaders of Yamanashi province (Japan), along with thousands of officials and people of Quang Binh province…
General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong and President of the Socialist Republic of Vietnam To Lam sent flowers to congratulate the anniversary celebration.
Before attending the commemoration ceremony, Prime Minister Pham Minh Chinh and the delegation offered incense and flowers at the Temple of President Ho Chi Minh and the Martyrs of Quang Binh province.
In his commemorative speech, Comrade Vu Dai Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the National Assembly Delegation of Quang Binh Province, stated that Quang Binh is a land with a long history. During the time of the Hung Kings' founding of the nation, the Quang Binh region was part of the administrative structure of the Van Lang State under the name "Viet Thuong Province". In 1604, after deciding to choose Quang Binh as the starting point for the expansion of the South, Lord Nguyen Hoang unified the administrative units under his authority and officially renamed Tien Binh Prefecture to Quang Binh Prefecture to express his aspiration for a "vast and peaceful" future. From then on, the name "Quang Binh" officially entered history and has remained deeply ingrained in the consciousness of generations of Quang Binh residents to this day.
Forty-two years have passed, a time of connection, convergence, and enrichment of the historical and cultural values of the land and people of Quang Binh. This is a land of rich cultural heritage, with many villages renowned for their scholarly achievements and cultural traditions passed down from generation to generation; it is one of the cradles that attracted, trained, and nurtured many distinguished figures, heroes, and valiant individuals who brought glory to their homeland and country, such as Le Thanh Hau Nguyen Huu Canh, who contributed to the expansion of the southern territories; and General Vo Nguyen Giap, Commander-in-Chief of the Vietnam People's Army, an outstanding military talent, a brilliant and close disciple of President Ho Chi Minh...
The rich history and culture passed down through thousands of years have forged the traditional values of the land and people of Quang Binh. Among these, the tradition of patriotism and revolution flows continuously, nurturing the will, resilience, character, and aspirations of the people of Quang Binh in the face of countless difficulties and challenges. Since the founding of the Communist Party of Vietnam and its direct leadership of the revolution, the land of Quang Binh has continued its historical journey to write new chapters in its history.
Throughout its 420-year history, despite facing countless difficulties and challenges, the land and people of Quang Binh have always demonstrated unwavering resilience and a strong desire for progress. Each step in Quang Binh's development, both today and in the future, will carry the ancient spirit of our ancestors and the unique identity, culture, and traditions, giving the Party Committee, government, military, and people of Quang Binh unwavering confidence and determination on the path of innovation, integration, and development.
Speaking on behalf of the Party and State leaders at the commemoration ceremony, Prime Minister Pham Minh Chinh first expressed his profound gratitude to President Ho Chi Minh – the great national hero, a world cultural figure, who dedicated his entire life to the independence and freedom of the nation, the happiness of the people, and the progress and peace of humanity.

The Prime Minister stated that throughout the history of our nation's founding and defense, despite numerous changes in geographical boundaries and names, Quang Binh has always been a land of "sacred places and outstanding people," holding a strategically important position in the country. It served as a stronghold for many feudal dynasties, witnessed many historical ups and downs, endured much pain of division, and marked the beginning of Vietnam's southward expansion.
Quang Binh is also a place where many great cultures of our nation intersect and converge, such as the Vietnamese-Cham culture, the Dang Trong-Dang Ngoai culture, the Thang Long-Phu Xuan culture, the Dong Son culture, and the Sa Huynh culture. Thanks to this, the area has formed and preserved many unique, rich, and diverse cultural and historical values.
These geographical factors, historical circumstances, and cultural context have instilled in generations of Quang Binh people noble and precious qualities: compassion, humanity, simplicity, gentleness, intelligence, creativity, fervent patriotism, courage, indomitability, unity, solidarity, and the ability to overcome natural disasters, enemy attacks, and all difficulties and challenges. We are proud that Quang Binh is a land of culture and outstanding people, the homeland of many famous officials, skilled generals, and talented individuals, including the elder brother of the heroic Vietnam People's Army - General Vo Nguyen Giap, Commander-in-Chief.
The qualities and values of the people of Quang Binh have always been demonstrated throughout its history of formation and development. Along with the rest of the country during the two wars of resistance against French colonialism and American aggression, the Party Committee, government, military, and people of Quang Binh highly upheld the tradition of patriotism and revolutionary heroism, overcoming all difficulties and hardships to achieve resounding victories.
The "Quang Binh Uprising" movement peaked on July 15, 1949, with simultaneous attacks on the enemy through military, political, and economic means, creating a new strategic position and strength, shifting from a period of "active resistance" to a period of "general counter-offensive," contributing to the nationwide defeat of French colonialism.
During the war against the US, Quang Binh served as the frontline of the North and the direct rear base of the South. Despite enduring numerous hardships, sacrifices, and losses, the Party Committee, the army, and the people of Quang Binh always maintained their determination to fight and defeat the invading forces. It was from this fiery land of Quang Binh that slogans like "Aim straight at the enemy and shoot," "We won't hesitate to sacrifice our homes until the vehicles pass," and "We won't hesitate to shed blood and bone until the road is open" were born – clearly demonstrating the courageous, resilient, and indomitable spirit of the army and people of Quang Binh. Place names like Cong Troi (Heaven's Gate), Khe Gat (Heaven's Gate), Tam Co Cave, Xuan Son Ferry, Long Dai, Quan Hau, Thach Ban Crossroads… and people like Mother Suot, the Ngu Thuy artillery company, the Duc Ninh veteran militia… have gone down in history, becoming symbols of revolutionary heroism, marking the immense contributions of the army and people of Quang Binh to the cause of national liberation and reunification.
Not only was Quang Binh courageous in battle, but it was also a place that created many forms of emulation, especially the "Dai Phong Wind" movement (emulation in agriculture), and the "Two Excellences" emulation movement (excellent in fighting, excellent in production), typical of the revolutionary movement of the masses, creating motivation to fulfill the task of serving as the rear base for the Southern front.
Building on its historical and revolutionary traditions, and effectively exploiting all its potential and strengths, the Party Committee, government, military, and people of Quang Binh have always been united, creative, overcoming all difficulties and challenges, striving to formulate and effectively implement breakthrough orientations and strategies, transforming Quang Binh from a poor province into a comprehensively developed and increasingly prosperous and beautiful province.
According to the Prime Minister, after nearly 50 years since the country's reunification, especially the 35 years since the re-establishment of the province – a short period in Quang Binh's 420-year history – it has been a time of great achievements and particularly important accomplishments that are significant for the province's development. Quang Binh is increasingly affirming its important role and position, contributing more to the country's development, as evidenced by impressive figures in many fields.
The economy has experienced continuous high growth, averaging 7.9% per year during the period 1991-2023. In 2023 compared to 1990, the economic scale has leaped 180 times, ranking 25th out of 63 provinces nationwide; total social investment has increased 656 times. The economic structure has shifted towards industrialization and modernization, increasing added value. Industry, construction, and services play a leading role. Tourism has become a key sector, affirming its position both domestically and internationally. The marine economy, green energy, renewable energy, and sustainable development linked to environmental protection are strongly promoted, creating momentum for new development. Quang Binh is increasingly attractive, drawing domestic and foreign investors to research and implement large-scale projects.
Party building and the construction of the political system have been given priority. The leadership capacity of Party organizations, the contingent of cadres and Party members, and the effectiveness and efficiency of the government apparatus have been enhanced. The great national unity bloc in the province has been continuously consolidated and strengthened.
Acknowledging and highly appreciating the immense contributions of the military and people of Quang Binh to the revolutionary cause of the Party and the struggle for national independence and reunification; warmly congratulating and commending Quang Binh's impressive and comprehensive achievements during the đổi mới (renovation) period, the Prime Minister stated that Quang Binh has great opportunities for breakthrough development to become a relatively developed province in the Central region, focusing on the development of services and tourism; clean industries, renewable energy, processing and manufacturing; and high-tech, ecological, responsible, and sustainable agriculture.
The Prime Minister urged the Party Committee, government, military, and people of Quang Binh province to continue to enhance the spirit of unity, self-reliance, and self-strength, rising from the hands, minds, land, sky, and sea, using their inherent strength to achieve the set goals and tasks, especially ensuring national defense and security; maintaining social order and safety; and promoting foreign relations.
Quang Binh needs to further develop its unique potential, outstanding opportunities, and competitive advantages, especially its cultural and historical values and its people; the positive values of the "Dai Phong Wind" movement, the "Two Excellences" movement, and the "Quang Binh Uprising" spirit – considering these as the essence, unique identity, and immense resources for Quang Binh's prosperous and sustainable development.
In particular, focus on building mechanisms and policies to create breakthroughs in developing Quang Binh into a center for nature exploration tourism, an attractive and unique destination of world stature, leveraging the advantages of the "Kingdom of Caves" with a system of more than 500 caves, including the unique Son Doong and En caves; so that tourism truly becomes a leading sector, a breakthrough in socio-economic development, linked to community benefits and sustainable development.
The province needs to recognize that developing human resources, science and technology, and innovation are essential and objective requirements, inexhaustible resources, and the most important driving force for strong growth, creating breakthroughs in productivity, quality, efficiency, and competitiveness. It is the shortest and most effective path to achieving rapid and sustainable development goals.
The head of the government requested the province to accelerate three strategic breakthroughs, focusing on developing the transportation infrastructure system to create new development spaces, new potential, and new value, enhancing competitiveness and promoting socio-economic development; forming new urban areas, industrial zones, service and tourism zones, promoting investment attraction, trade, and tourism, creating more livelihoods and improving the lives of the people.
Promote digital transformation and green transformation; develop the circular economy, knowledge economy, sharing economy, energy, artificial intelligence, semiconductors, and emerging industries and sectors. Leverage the advantages of seaports, airports, and international border gates to make Quang Binh an important trade hub in Central Vietnam.
Along with that, the province must focus on ensuring social security, continuously improving the spiritual and material lives of the people; concentrating on developing and perfecting socio-economic infrastructure in transportation, education, health, culture, and social services... It must also do a better job of managing resources, preventing and mitigating natural disasters, and responding to climate change; preserving and protecting the environment and nature, ensuring a clean, safe, civilized, and modern living environment. Quang Binh is blessed with beautiful landscapes, caves, blue seas, white sands, golden sunshine, and green forests – these are precious assets that need to be cherished, preserved, and promoted for generations to come.
The Prime Minister urged the province to strengthen the fight against corruption and negative practices; pay more attention to building a clean and strong Party and political system; and continue to improve the government apparatus to be streamlined, effective, efficient, and people-oriented, close to the people, and respectful of the people, while enhancing the capacity and qualities of leaders, managers, and the entire staff of officials and civil servants.
Considering its 420-year history, indomitable spirit, the value of the "Two Excellences" movement, and the achievements of 35 years since the province's re-establishment, Quang Binh is poised for bright future development. The land of "Chang Chang sand dunes under the midday sun of Quang Binh," despite its hardships and difficulties, has been courageous, resilient, and unwavering during wartime, and will continue to rise strongly, contributing even more to the cause of national construction and defense, with the spirit of "The whole country for Quang Binh, Quang Binh for the whole country."
The celebratory program concluded with a special artistic performance titled "Quang Binh: A Journey of Aspiration for Development," comprising four chapters: The Primordial Era; Quang Binh - Its Name and Flourishing Beginning; An Epic - Quang Binh Bearing the Footsteps of Great Figures; and Quang Binh Straight Towards the Future.
The program concluded with a light show using a high-tech laser projector system and 1,000 drones creating stunning stage effects, representing the most beautiful and iconic image of Quang Binh.
