Today, I, along with my colleagues in the Standing Committee of the Provincial Party Committee, am very pleased to attend the 19th Congress of the Nghe An Provincial Trade Union, term 2023-2028, an important political event and a grand celebration for union members, workers, civil servants, and laborers in the homeland of our beloved President Ho Chi Minh. On behalf of the provincial leadership, I respectfully extend my warmest congratulations to the distinguished guests and the 400 official delegates of the Congress.

Dear comrades!
Going back 93 years in history, under the leadership of the Communist Party of Vietnam, the working class of Nghe An, mainly the workers of Truong Thi - Ben Thuy, pioneered the revolutionary struggle, making a significant contribution to the outbreak of the Nghe Tinh Soviet Uprising of 1930-1931, a glorious milestone in the golden history of the Vietnamese nation, an immortal epic, representing the indomitable spirit of the Nghe An homeland.
Building on the tradition of "leading the way" of the workers of Truong Thi - Ben Thuy, and the revolutionary tradition of the working class and the Vietnam Trade Union organization, the Nghe An Provincial Trade Union has continuously strived, matured, and made important contributions to the cause of building and protecting the homeland and the country.

Looking back over the past five years, we are pleased to see that the content and methods of operation of trade unions at all levels throughout the province have become increasingly diverse and innovative. The role of representing and protecting the legitimate rights and interests of workers has been more clearly demonstrated. Trade unions have proactively coordinated and organized high-quality democratic conferences, workers' conferences, negotiations, and the signing of collective labor agreements, contributing to building harmonious, stable, and progressive labor relations in agencies and enterprises.
Emulation movements have been widely organized across various fields, yielding practical results. The Nghe An Trade Union is a leading unit nationwide in implementing the "75,000 Initiatives to Overcome Difficulties and Develop" program, with over 23,400 initiatives; many of which are useful and innovative, generating tens of billions of dong in benefits for the collective.

In particular, when the Covid-19 pandemic broke out and spread throughout the community and in factories and enterprises in the province, many officials, workers, and employees of the province took the lead in participating in the fight against the pandemic, striving to overcome difficulties and maintain production; implementing many meaningful and humane actions, shining a spirit of solidarity, mutual support, and compassion in times of hardship and adversity.
Through various movements, trade union organizations have been increasingly strengthened and expanded, with 200 grassroots trade unions established, exceeding the term's target by over 130%. The rate of new member recruitment reached over 300% of the set target; and the team of trade union officials has become increasingly mature and stable.
The achievements of trade unions at all levels have made a very positive and important contribution to the overall development of the province. Many trade union collectives and individuals have been honored and rewarded by the Party, the State, the Vietnam General Confederation of Labor, and various levels and sectors.
On this occasion, on behalf of the Standing Committee of the Provincial Party Committee, I warmly congratulate and commend the outstanding achievements that you have made during the past term.

Dear comrades!
Besides the achievements, the trade union work and the workers' and employees' movement in the province during the past term still had limitations as mentioned in the Political Report and the opinions expressed during the discussions. I propose that the Congress seriously consider and thoroughly analyze the causes, especially the subjective causes, of these shortcomings and limitations in order to propose effective solutions for the new term.
I wholeheartedly agree with the goals, directions, and tasks for the 2023-2028 term presented by the Presidium at the Congress and the speeches and discussions. I would like to emphasize and suggest some additional issues for the Congress to further discuss, consider, and decide upon:
Firstly, the 19th Provincial Trade Union Congress took place at a time when the Politburo had just issued Resolution No. 39 on the development of Nghe An province until 2030, with a vision to 2045. Our province had also completed the submission of the Provincial Planning for the period 2021-2030, with a vision to 2050, to the Prime Minister for approval. This is a particularly important political basis and legal framework for the province's development in the short and long term. Specifically, it sets the goal that by 2030, Nghe An will be a relatively developed province in the country, with rapid and sustainable economic growth, deeply rooted in the cultural identity of Nghe An.
Therefore, along with continuing to disseminate the Party's guidelines and resolutions, and the State's policies and laws to workers and employees, trade unions at all levels must pay adequate attention to informing, communicating, and supplementing new understandings for their members regarding the province's development perspectives, goals, targets, tasks, and solutions in the new period. Through this, they can spread the spirit of innovation, align with the province's development, strive for greater effort, take on greater responsibility, be more creative, and make worthy contributions to the province's development aspirations.
Secondly: With the foundations already established, Nghe An has been and continues to be an attractive and reputable destination for large investors with global brands. In 2022 alone, the province ranked 10th nationwide, and in the first six months of 2023, it ranked 8th nationwide in attracting foreign direct investment (FDI). It is projected that the number of workers in industrial zones will increase rapidly, estimated to increase by approximately 80,000 to 100,000 workers by 2025. This presents a favorable opportunity to further expand the province's trade union organization, while also posing new challenges in uniting, gathering, representing, caring for, and protecting the legitimate rights and interests of workers.
To accomplish this important task, in addition to the responsibilities of all levels, sectors, and functional units, I propose that all levels of trade unions pay special attention to understanding the thoughts, aspirations, and needs of workers and labor relations in enterprises; continue to advise and accelerate the progress of social housing construction projects; build the institutional framework of trade unions, improve the spiritual, material, and health lives of workers; accompany and support union members, workers, and employees in improving their education and professional skills, especially focusing on enhancing professionalism, culturally appropriate behavior, and respect for labor discipline - as this is one of the major shortcomings of the workforce in our province.
Thirdly: Closely adhere to the characteristics and specifics of each sector to select appropriate content and methods of operation, meeting practical requirements and the legitimate needs and aspirations of the majority of workers. For the administrative and public service sector, which comprises over 88,000 union members, it is necessary to promote and spread the spirit of innovation, integrity, and service to the people. This includes focusing on improving moral character and lifestyle; dedication and commitment to work; conscientiousness and responsibility in performing official duties; self-respect and strict self-criticism, contributing to significant and substantive changes in administrative reform – one of the bottlenecks that our province is determined to overcome, creating a competitive advantage in the development process.
In the business sector, focus on launching creative labor emulation movements; strengthening social welfare programs to contribute to caring for the material and spiritual lives, ensuring security, safety, social welfare, and stable housing for union members and workers, especially those in difficult circumstances and female workers; building a spirit of collective labor and industrial work style; and providing timely support, advice, and protection of the legitimate rights of workers when they are violated.

Fourth: Focus on implementing a comprehensive digital transformation breakthrough in all trade union activities, especially the application of digital platforms in communication, digitization of union member data; financial and asset management; digitization in monitoring, supervision, analysis, information exploitation, and understanding the needs and aspirations of workers;...
Focus on and thoroughly understand the situation early on, from afar, and at the grassroots level, avoiding passivity and surprises; advise, propose, and coordinate with relevant agencies to promptly resolve pressing issues and conflicts arising in labor relations such as wages, insurance, occupational safety and health, etc.; absolutely prevent hostile forces from exploiting the situation to incite division, disrupt security and order, cause illegal strikes and demonstrations, and affect the production activities of enterprises, the investment and business environment, and the image of the province.
Fifth: Strengthen training and development to build a team of capable, courageous, professional, dedicated trade union officials who are committed to the grassroots and close to workers. Actively participate in building a clean and strong Party and political system. Have a voice and make relevant proposals in developing policies to protect workers from the strong impacts of the Fourth Industrial Revolution and deep international integration.
I propose that Party committees at all levels strengthen their leadership and guidance over the activities of trade union organizations at all levels and the workers' movement; regularly listen to the legitimate concerns and aspirations of workers and employees to promptly provide guidance and resolve issues satisfactorily. Government agencies, departments, and mass organizations at all levels should closely coordinate with trade unions at all levels, creating favorable conditions for the strong and sustainable development of trade union activities and the workers' movement in the province in the coming period.

Dear comrades!
An important task of the Congress is to elect the Executive Committee of the Provincial Labor Union for the 19th term and the delegation to attend the 13th National Congress of the Vietnam Trade Union, for the 2023-2028 term. I propose that the delegates of the Congress uphold their responsibility, promote democracy, and exercise wisdom to select truly outstanding comrades in terms of character, ability, and prestige to participate in the new Executive Committee of the Provincial Labor Union. At the same time, select and elect outstanding delegates who represent the will, aspirations, and voice of more than 170,000 trade union members from President Ho Chi Minh's homeland to participate in and contribute to the success of the National Congress of the Vietnam Trade Union.

On this occasion, on behalf of the Standing Committee of the Provincial Party Committee, I would like to express my sincere gratitude for the valuable attention and assistance of the Presidium of the Vietnam General Confederation of Labor, and the active support of the Labor Federations of localities nationwide; and I hope to continue receiving even more support and companionship from you all for Nghe An province as well as for the trade union work and the workers' movement of the province in the future.
