Local authorities are accelerating revenue collection.

In the first four months of 2025, despite numerous challenges, localities throughout the province proactively accelerated their efforts, closely adhering to plans and focusing on effectively exploiting revenue sources, contributing to the rapid progress of state budget revenue collection with promising results.

Income from land is improving.

According to the Tax Department of Region XV, the total state budget revenue of the districts, towns, and cities reached 1,647 billion VND, achieving 44.9% of the projected target, a slight increase of 2% compared to the same period last year. This positive result is thanks to the close guidance of local authorities and the decisive involvement of the tax sector in revenue collection management.

The Tax Department of Region XV is working with the People's Committee of Bac Binh District to boost budget revenue collection.

One of the outstanding highlights in revenue collection that helped localities achieve high progress is the focus on effectively exploiting revenue from land. Total land use fee revenue at the district level in the first four months reached 332 billion VND, equivalent to 51.18% of the projected target and a sharp increase of 85.25% compared to the same period last year. Localities such as Duc Linh and Phu Quy are likely to exceed their full-year targets, with Duc Linh (estimated to exceed by 17.91%) and Phu Quy (estimated to exceed by 39.85%). The main source of revenue comes from land use fees collected from households and individuals managed by districts, towns, and cities. This is a positive sign, showing the potential for exploiting revenue from land if localities effectively implement land planning, management, and auctioning of land use rights.

To date, many localities have achieved relatively high revenue collection. Among the 10 district-level units, 6 localities have exceeded the average revenue collection of the district group by 44.9%. Notably, Phu Quy Island was assigned a revenue collection target of 26 billion VND for 2025, and in the first four months, the district achieved 22 billion VND, reaching 85.54% of the target and increasing by 42.74% compared to the same period last year. One of the positive impacts on revenue collection results mainly comes from land use fees and revenue from real estate transfers. In addition, many other localities also maintained a steady growth rate in revenue collection, such as Ham Thuan Bac, which was assigned a revenue collection target of 393 billion VND this year, and in the first four months, the district achieved 188 billion VND, reaching 47.84% of the target and increasing by 18.23% compared to the same period last year. La Gi town collected 150 billion VND, reaching 66.53% of the projected target (225 billion VND), an increase of 8.04%; Ham Tan reached 115 billion VND, reaching 60.35% of the projected target (191 billion VND), an increase of 22.49%; Duc Linh reached 116 billion VND, reaching 77.01% of the projected target (150 billion VND), an increase of 27.63%.

Phan Thiet City, the unit with the highest revenue in the province, has collected 659 billion VND, reaching 45.25% of the projected target (1,457 billion VND) and 94.15% compared to the same period last year. Although the revenue is lower than the average target set by the district-level units, revenue growth was still recorded in localities such as: Ham Thuan Nam collected 132 billion VND, reaching 41.01% of the projected target (322 billion VND), an increase of 11.19%; Tanh Linh collected 51 billion VND, reaching 44.71% of the projected target (115 billion VND), an increase of 31.18%. This result was achieved thanks to the proactive approach of localities in reviewing revenue sources. Close coordination between the tax sector and local authorities in reviewing revenue sources, strengthening inspections to combat revenue loss, handling tax arrears, and accelerating land use fee collection was also crucial.

Proactively address difficulties.

However, Tuy Phong and Bac Binh districts are still facing difficulties, with revenue collection lower both in terms of the percentage of budgeted revenue achieved and compared to the same period last year. Tuy Phong district collected 121 billion VND, reaching 32.16% of the budgeted target (375 billion VND) and 85.49% of the same period last year. Bac Binh district alone collected 93 billion VND, reaching 22.49% of the budgeted target (415 billion VND) and 63.5% of the same period last year. The main reasons are the lack of extraordinary revenue sources like last year, along with slow tax debt recovery progress and a sluggish real estate market.

According to the People's Committee of Bac Binh district, the main reason is the decrease in revenue from renewable energy businesses in the area compared to the same period last year, mainly concentrated in Hong Phong 1 Energy Joint Stock Company (down 14,433 million VND) and Ha Do Binh Thuan Co., Ltd. (down 16,170 million VND) due to difficulties in paying for electricity sales, resulting in lower tax obligations compared to the same period last year.

In response to this situation, the Tax Department of Region XV, in coordination with the People's Committee of Bac Binh District, proactively implemented measures to overcome difficulties and boost budget revenue. They focused on handling tax arrears, accelerating the collection of collectible items to ensure timely payment into the budget, and simultaneously working with businesses to resolve difficulties and ensure a stable return to revenue sources.

The impressive revenue collection figures achieved by many localities in the first months of the year demonstrate the decisive involvement of all levels of government, the efforts of the tax sector, the close coordination of relevant agencies, and the support of the business community. This contributes to increasing the province's budget revenue, striving to achieve the province's 2025 budget revenue target of at least a 10% increase compared to 2024.

According to the Tax Department of Region XV, the total domestic state budget revenue of the province in the first four months of the year reached VND 3,924 billion, achieving 42.42% of the projected target, an increase of 11.62% compared to the same period last year. Of which, domestic revenue (excluding land use fees and lottery) reached VND 2,511 billion (40.43% of the projected target), an increase of more than 3%...
