Resettlement areas serving the North-South expressway project in Tay Son district: Ready to welcome households
The construction unit of resettlement areas of the North-South expressway project through Tay Son district is highly concentrated, working day and night, working overtime to complete and hand over the work. This is the locality that is considered to be the leading province in the construction of resettlement areas and handing over residential land to the people. * Could you please tell me the progress of construction of resettlement areas to serve the site clearance of the North-South expressway project through Tay Son district?
- The North-South expressway project, the section passing through the district has a total length of 10,75 km, passing through the communes: Binh Thuan, Tay An, Tay Vinh. Expected area to be recovered is about 825.484,7 m2. The whole route has 1.281 households and 5 organizations affected; 74 houses were cleared, 81 households had to be resettled. Technical infrastructure to be relocated includes: Dong Quy village headquarters, Tay Vinh kindergarten, electricity system, 2 relic sites.
Up to now, the district has approved 4 compensation and site clearance plans to recover 81.899,5 mXNUMX.2; compensated more than 23,1 billion dong to get the land to build the resettlement area to arrange new accommodation for all the households that had to be relocated due to site clearance and a place to work for an organization.
The district invested more than 55,3 billion VND to build 2 resettlement areas with 131 lots, including resettlement area in Binh Thuan commune and resettlement area in Tay Vinh commune. Up to now, the resettlement area of Binh Thuan commune has completed 98% of the volume, the resettlement area of Tay Vinh commune has achieved 92% of the volume. It can be said that resettlement areas are ready to welcome households to build houses and settle down.
* So, have all the households affected by the North-South Expressway project received resettlement land, sir?
– After receiving the decision of the Provincial People's Committee to allocate land to Tay Son District Land Fund Development and Construction Investment Project Management Board to invest in building 2 resettlement areas in Binh Thuan and Tay Vinh communes to serve the project, the District People's Committee approved the residential land price to collect land use levy when the State allocates resettlement land to households and individuals affected by land clearance.
Currently, the District People's Committee is carrying out procedures to allocate land in the field to the affected households. Specifically, 71 households conducted a lottery and were allocated resettlement land, including 22 households in Binh Thuan commune and 49 households in Tay Vinh commune, reaching 100% of the households needing resettlement in these two localities. Particularly in Tay An commune, because only 2 households are affected by the project, we always arrange resettlement in 6 existing resettlement sites in this commune, so far 2 out of 2 households have received land.

* The Provincial People's Committee evaluated Tay Son as the leading locality in building resettlement areas and handing over residential land to people. Why is Tay Son able to implement this problem so well?
– In Tay Son district, when preparing to serve the North-South expressway project, the District Clearance Council carried out the propaganda and grasped the people's situation quite well. The district People's Committee divided into 3 working groups in the communes and from 2022 to present continuously held dialogues between district leaders and people. During the project implementation, the District People's Committee held 15 dialogues for people to clearly understand the policy of highway construction, along with that, the district also well monitored to prevent intentional acts of construction and expansion of works to gain compensation; against re-encroachment. The district leaders directly explain and dialogue with the people to create confidence in fairness, publicity and transparency. People have good access to official information about the project, understand the problem and support the policy of the State.
Furthermore, before project implementation, Tay Son District People's Committee reviews all construction projects under construction or implementing construction investment procedures, under management or as an investor. In case the work falls under the influence of the North-South expressway project or overlaps with other relevant plannings, the construction shall be temporarily suspended. The project review aims to avoid overlapping, wasteful in construction investment, favorable in site clearance and project construction. For example: Thuan Hanh - Thuan Hiep village irrigation canal project in Binh Thuan commune, Tay Vinh to Nhon My road project (An Nhon town), rural concrete roads..., the District People's Committee reviews the direction of the expressway that will pass through the area where these projects are planned to be constructed and recommends relevant departments and agencies to consider having a plan to make room for the expressway.
Finally, objectively, Tay Son district also has a slight advantage compared to other localities thanks to the availability of a number of land mines serving provincial and local projects; Thanks to that, the district boldly gives priority to the construction of resettlement areas to serve the project. In addition, households who come to build houses in resettlement areas soon according to the requirements of the district will be supported with landmarks for house foundation, land to build houses, these priorities help people reduce the cost of housing construction quite a lot.
