The Ministry of Education and Training has just issued Circular No. 09 stipulating the codes, standards for professional titles, and appointment and salary classification of teachers teaching in public primary schools.

This is a consolidated text of Circular No. 02 dated February 2, 2021 and Circular No. 08 dated April 14, 2023 of the Minister of Education and Training.
According to Circular 09, the professional titles for primary school teachers include: Primary school teacher grade III - Code V.07.03.29; Primary school teacher grade II - Code V.07.03.28; Primary school teacher grade I - Code V.07.03.27.
Cases of appointment to the professional title of primary school teacher
According to the Ministry of Education and Training, civil servants who have been appointed to the professional titles of primary school teachers as stipulated in Joint Circular No. 21/2015/TTLT-BGDĐT-BNV are now appointed to the professional titles of primary school teachers as stipulated in Circular 09 as follows:
Appointment to the professional title of primary school teacher grade III (code V.07.03.29) for primary school teachers grade IV (code V.07.03.09) who meet the training qualification standards of primary school teacher grade III (code V.07.03.29).
Appointment to the professional title of primary school teacher grade III (code V.07.03.29) for primary school teachers grade III (code V.07.03.08) who meet the training qualification standards for primary school teachers grade III (code V.07.03.29).
Appointment to the professional title of primary school teacher grade II (code V.07.03.28) applies to primary school teachers grade II (code V.07.03.07) who have held the professional title of primary school teacher grade III (code V.07.03.08) and grade II (code V.07.03.07) or equivalent for a total of 9 years or more (excluding probationary period).
According to Circular 09, primary school teachers of rank II (code V.07.03.28) are appointed to the professional title of primary school teacher of rank I (code V.07.03.27) when they are determined to have passed the examination or promotion assessment for the professional title of primary school teacher from rank II to rank I.
How primary school teachers are paid
Officials appointed to the professional positions of primary school teachers as stipulated in this Circular shall be subject to the corresponding salary scale issued together with Government Decree No. 204/2004/ND-CP dated December 14, 2004, on the salary regime for cadres, civil servants, public employees, and the armed forces.
Specifically, the following applies: Primary school teachers of grade III, code V.07.03.29, are subject to the salary coefficient of civil servants of type A1, ranging from a salary coefficient of 2.34 to 4.98.
Primary school teachers of grade II, code V.07.03.28, are subject to the salary coefficient of civil servants of type A2, group A2.2, ranging from a salary coefficient of 4.00 to 6.38.
Primary school teachers of grade I, code V.07.03.27, are subject to the salary coefficient of civil servants of type A2, group A2.1, ranging from a salary coefficient of 4.40 to 6.78.
The Ministry of Education and Training provides guidance on salary classification upon appointment to professional titles, following the instructions in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, issued by the Ministry of Interior, guiding salary classification upon promotion, transfer, and reclassification of civil servants and public employees, and in accordance with current legal regulations. When implementing the new salary policy, the classification to the new salary will be carried out according to the Government's regulations.
Transitional provisions
In the consolidated document, the Ministry of Education and Training stipulates the following transitional provisions:
Firstly, in cases where primary school teachers do not yet meet the conditions for appointment to the primary school teacher professional title as stipulated in this Circular, they will continue to retain the rank, code, and salary coefficient of the primary school teacher professional title currently classified according to Joint Circular No. 21/2015/TTLT-BGDĐT-BNV. Upon meeting the required conditions, they will be appointed to the corresponding primary school teacher professional title without having to take an examination or undergo a promotion process.
Secondly, in the case of primary school teachers who do not meet the standard training qualifications as prescribed in Article 72 of the 2019 Education Law but are not subject to the requirement to upgrade their training qualifications as stipulated in Government Decree No. 71 dated June 30, 2020, which regulates the roadmap for upgrading the training qualifications of preschool, primary, and lower secondary school teachers, they shall continue to retain their current rank, code, and salary coefficient of the primary school teacher position until retirement.
Regarding the applicable provisions, the Ministry of Education and Training stipulates that the time a teacher holds the professional title of primary school teacher grade II (code V.07.03.07) or the rank of senior primary school teacher (code 15a.203) is determined to be equivalent to the time held the professional title of primary school teacher grade II (code V.07.03.28).
The time a teacher holds the professional title of primary school teacher grade IV (code V.07.03.09) or the primary school teacher rank (code 15.114) or the professional title of primary school teacher grade III (code V.07.03.08) or the senior primary school teacher rank (code 15a.204) is determined to be equivalent to the time a teacher holds the professional title of primary school teacher grade III (code V.07.03.29) from the time the teacher achieves the standard training level for primary school teachers according to the 2019 Education Law.
In the case of teachers applying for or being considered for promotion to the professional title of primary school teacher grade II (code V.07.03.28), if they already possess a master's degree or higher meeting the training qualification standards for primary school teacher grade II and have held the professional title of primary school teacher grade III (code V.07.03.29) or equivalent for at least 6 (six) years (excluding probationary period) up to the deadline for submitting application documents for the exam or promotion, they are considered to have met the requirement regarding the time spent in the current grade as stipulated in point i, clause 4, Article 4 of this Circular.
Other cases
Some cases of teachers currently teaching who have been identified as meeting the standard training qualifications for primary school teachers include:
Teachers assigned to teach Information Technology and Technology must have a bachelor's degree or higher in a teacher training program in Information Technology, Technology, Industrial Engineering, or Agricultural Engineering, or a bachelor's degree or higher in a field relevant to Information Technology, Technology, Agricultural Engineering, or Industrial Engineering. In cases where a bachelor's degree or higher in a relevant field is required, a certificate of pedagogical training for primary school teachers, following the program issued by the Minister of Education and Training, is also necessary.
Teachers assigned to teach Art (Music, Fine Arts) must have a bachelor's degree or higher in a teacher training program in Art, Music, or Fine Arts, or a bachelor's degree or higher in a field relevant to Art, Music, or Fine Arts.
In the case of holding a bachelor's degree or higher in a relevant field, a certificate of pedagogical training for primary school teachers, according to the program issued by the Minister of Education and Training, is required.
