According to Ms. Le Thi Huyen Tran, Deputy Director of the Long Dien Commune Public Administrative Service Center, the unit has been receiving, processing, and delivering administrative procedures to citizens promptly, scientifically , and in accordance with regulations. On average, the center receives and processes about 60-80 applications daily, mainly in the fields of land, civil registration, and notarization. The appropriate allocation of specialized staff, clear processing procedures, and the application of information technology enable the center to proactively guide and receive applications as soon as citizens contact them, preventing long waiting times and contributing to reduced time and costs, building trust among organizations and individuals when conducting transactions.

Visiting the center clearly demonstrates the professional work ethic of the staff. The service counters are arranged scientifically, with an automatic queuing system and dedicated staff providing guidance to citizens, especially the elderly, in completing administrative procedures. All stages of guidance, application processing, and result delivery are conducted openly and transparently. The center has a dedicated priority counter to assist the elderly and those unfamiliar with technology when completing online procedures.
When visiting the center for the first time to complete the land transfer procedures for her child, Ms. Huynh Thi Ngoc Bich shared: “When I arrived, I didn't know where to start. Although there were quite a lot of people, I was very pleased to be able to wait in an air-conditioned room, receive enthusiastic guidance from the staff, and have my paperwork processed quickly and efficiently.” The list of 396 administrative procedures implemented at the commune level according to Decision No. 242/QD-UBND of the Provincial People's Committee is publicly displayed using QR codes, making it easy for people to look up and complete them.
According to Le Tran Minh Hieu, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Long Dien Commune, the locality has implemented many models and initiatives to bring administrative procedures closer to the people. A prime example is the Commune Youth Union's collaboration with the Commune's Public Administrative Service Center to launch a "Youth Volunteer Team to Support the Operation of the Two-Tiered Local Government Model and Provide Online Public Services at the Grassroots Level," helping people access and use online public services more conveniently. Thanks to this support, many people are gradually becoming familiar with submitting applications online from home and receiving results via text message or postal mail . Ms. Nguyen Thi Trinh said: "With the guidance of the Youth Union members on using smartphones to submit applications online, I save time, costs, and effort, and I clearly feel the transparency in handling administrative procedures."
Administrative reform has always been identified by the commune's Party committee and government as a key and ongoing task. Through the broadcasting system and social media, the dissemination of information on administrative reform has been effectively implemented. The "Digital Literacy for the People" movement has brought about positive changes in the community. The commune's Public Administrative Service Center has received investment in infrastructure and equipment to serve the people.
The commune is piloting the installation of security surveillance cameras in residential areas and main roads; coordinating with telecommunications companies to expand 4G coverage, aiming towards 5G; applying digital technology on the commune's website and QR codes for administrative procedures at the commune level; equipping kiosks to support online public services and automated call machines that meet the requirements for receiving online applications. The sending, receiving, and delivery of results for administrative procedures via postal services are implemented in accordance with regulations.
The People's Committee of Long Dien Commune implemented an administrative reform plan focusing on standardizing and digitizing documents, increasing the rate of online administrative procedure processing; and simultaneously deploying the PAR Index, PAPI, and PCI indicators. As a result, the digitization rate of document components and outputs reached 100%; 4,186 documents were processed, and a total of 4,333 documents were fully digitized, representing a rate of 99.3%. For many consecutive years, Long Dien Commune has been ranked as good or excellent according to the set of indicators for serving citizens and businesses.
In the coming period, the commune will continue to innovate, be creative, and decisive in directing and managing administrative reform, coupled with enhancing the responsibility of the heads of agencies and units. At the same time, it will promote propaganda, raise awareness, and form the habit of processing documents online, with the ultimate goal of reforming to better serve the people, in a transparent and open manner, aiming for citizen satisfaction.
