Officials, civil servants, and public employees are prohibited from organizing spring outings or New Year greetings during working hours; they are absolutely forbidden from attending festivals during working hours, and from using official vehicles to attend festivals, except in cases of performing official duties.


Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 09/CD-TTg requesting ministries, sectors, and localities to ensure the implementation of civilized, safe, and economical practices in post- Tet (Lunar New Year) and spring festivals in 2025.

The Prime Minister has requested that civilized, safe, and economical practices be implemented during the 2025 spring festivals.

The official dispatch stated that during the Tet holiday, following the Lunar New Year of the Year of the Snake (2025), and the spring festivals of 2025, many festive activities attracting large numbers of people have been taking place in localities across the country.

The Prime Minister requests the Minister of Culture, Sports and Tourism to preside over and coordinate with ministries, agencies and localities to continue directing the strict implementation of the regulations in Directive No. 40 dated December 11, 2024 of the Party Central Committee on organizing the Lunar New Year of the Year of the Snake 2025; Directive No. 45 dated December 18, 2024 of the Prime Minister on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year celebration in 2025; Decree No. 110/2018 on the management and organization of festivals and other related documents.

Strengthening propaganda and mobilization efforts, raising awareness and responsibility among all levels, sectors, localities, the people, and tourists, especially among officials, civil servants, and Party members, is crucial to strictly adhering to legal regulations regarding the organization and participation in festivals; absolutely no organizing or participating in wasteful and extravagant festivals; and especially no exploiting them for superstitious purposes.

Strengthen inspection, examination, and supervision work to promptly prevent and strictly handle violations in festival activities aimed at profiteering and negative impacts, especially in localities where many festival activities take place and attract large numbers of people.

The Minister of Home Affairs presides over and coordinates with ministries, agencies, and localities to strengthen efforts in monitoring the situation, disseminating information, mobilizing support, and guiding religious organizations, places of worship, officials, civil servants, employees, and Party members to effectively implement legal regulations and organize religious activities.

The Minister of Public Security has intensified efforts to monitor the situation, ensure security and social order, prevent fires and explosions, and combat social evils at religious establishments and festival venues.

Chairpersons of the People's Committees of provinces and centrally-administered cities shall continue to strengthen state management of beliefs, religions, and festivals; promote the dissemination, mobilization, and guidance on the effective implementation of legal regulations on organizing religious activities and festivals in their localities.

Businesses and service establishments are required to publicly display and sell goods at the listed prices, and to refrain from soliciting, overcharging, or forcing tourists to buy goods at tourist destinations and festivals.

Officials, civil servants, and employees in the system of state administrative agencies and related agencies and organizations must strictly adhere to administrative discipline and labor discipline, and refrain from organizing spring outings or New Year greetings during working hours, as this affects the time and progress of work, especially for the local people.

Absolutely no attending festivals during working hours, no using official vehicles to attend festivals except when performing official duties; no using state budget, vehicles, or public assets for festival activities in violation of regulations. Leaders of ministries, agencies, and localities are not allowed to attend festivals unless assigned by competent authorities.

Authorities will arrange traffic flow, ensure security, safety, and order in the area and during the festivals and related activities.

The Prime Minister requested that all sectors of the population, especially cadres and Party members, participate in monitoring and urging the implementation of regulations and promptly report to the nearest government agencies and the press any activities by individuals or groups that violate Party and State regulations, so that they can be dealt with promptly and effectively.
