Furthermore, in residential areas, Party members under Decree 213 have even established separate funds to facilitate mutual visits, contribute to educational support activities, and care for children during summer activities in the locality. However, in some areas, due to a lack of understanding, some Party branches in residential areas and hamlets are equating this fund with the Party branch's fund and using it without transparency.

For example, in a Party branch of a central ward in City T, the Party branch secretary requested that, in addition to representatives from the 213 Party Member Liaison Committee, Party members in the Party branch committee also participate in collecting this fund. The Liaison Committee independently manages its income and expenditure, while the money collected by the Party branch committee representatives is retained along with the Party branch's own fund to cover various activities. In reality, the fund is collected annually by the Liaison Committee to support the activities of the 213 Party members and has no connection to the Party branch's fund. The Party branch's conflating of the two funds and its unclear spending has caused disapproval among residents and 213 Party members in the neighborhood.

It is clear that this incident, though seemingly minor, has affected the trust of Party members in local Party organizations. This serves as a lesson for Party branches at the hamlet and neighborhood levels to review and establish more reasonable regulations for revenue and expenditure. In particular, the collection and expenditure of funds managed by the Party branch should be transparent. For funds outside the Party branch's authority, involvement in their collection and expenditure should be avoided to prevent the loss of harmony and trust among Party members and the people. Sometimes, even small matters can lead to a loss of trust, negatively impacting the effectiveness of propaganda and mobilization efforts in local activities.
