The problem of illegal parking needs to be dealt with decisively.

Traffic police in Dien Bien Phu City are conducting awareness campaigns and organizing bus drivers to sign commitments not to stop or park illegally.

Currently, many roads in Dien Bien Phu City have signs prohibiting stopping, parking, and driving against the flow of traffic. However, according to our reporter's observations, violations by motor vehicle drivers remain common. For example, at around 3 PM on August 1st, on Hoang Van Thai Street in Muong Thanh Ward, despite signs prohibiting parking from 6 AM to 6 PM, many vehicle owners (cars) still deliberately parked illegally on the road, some even right next to the signs. According to residents living along this road, the situation of trucks and cars stopping and parking on the road occurs frequently, sometimes with 2-3 vehicles parked together, obstructing the view of other road users.

Illegal parking is a common problem on many streets in Dien Bien Phu City. When asked, many road users claim they were unaware of the "no parking" signs or simply didn't notice them. Despite the comprehensive traffic signage system, which is not obstructed or difficult to see, parking is not a problem. Furthermore, cars occupying all or part of the sidewalk for parking is also quite common.

In response to this situation, the authorities in Dien Bien Phu City have continuously organized campaigns to raise awareness, remind people, and handle violations. According to the Traffic Police Team (Dien Bien Phu City Police), from 2022 to the present, the city's traffic police have coordinated with the Dien Bien Phu City Urban Order Management Team to conduct nearly 200 awareness sessions for almost 50,000 people; and 425 mobile awareness sessions. They also organized the signing of commitments with 29 agencies, units, and transport companies regarding compliance with the Road Traffic Law; prohibiting parking on the road or sidewalks illegally. Along with awareness campaigns, the authorities have handled 381 cases of vehicles violating regulations on parking in unauthorized areas and driving against the flow of traffic. Of these, 330 cases involved cars parked illegally.

According to authorities, the reasons for violations of parking regulations include, in addition to objective factors such as traffic infrastructure and the rapid increase in the number of vehicles, the limited awareness of vehicle owners and road users, who tend to stop and park wherever it is convenient.

Major Tran Huu Nam, Deputy Head of the Traffic Police Team (Dien Bien Phu City Police), said: To reduce the problem of illegal parking, since August 2023, the city's traffic police force, in coordination with other functional forces, has intensified propaganda and mobilization efforts to encourage businesses, vehicle owners, and drivers to sign commitments to ensure traffic safety and order, with a focus on passenger transport vehicles and container trucks. After the propaganda and mobilization (after August 15th), any vehicle found in violation will be strictly dealt with according to regulations.

Addressing illegal parking is crucial to reducing traffic accidents. Authorities need to regularly inspect and remind vehicle owners to park properly; they should also strictly penalize vehicles that intentionally violate the regulations, increasing fines for repeat offenders. Furthermore, relevant agencies should study and adjust designated parking areas, especially in central, densely populated areas, and around hospitals and schools. Above all, every road user needs to raise their awareness of traffic safety regulations.
