Warning about scams involving the installation of 'electronic social insurance cards'.

The Vietnam Social Security agency has issued a warning about impersonation calls and text messages requesting the installation of 'electronic social insurance cards' and data updates on the VssID application.

On the afternoon of May 18th, the Vietnam Social Security agency announced that recently, it has observed a number of individuals impersonating social security officials to approach and defraud people, using increasingly sophisticated methods to seize assets. This affects the rights and financial security of those participating in and benefiting from social insurance and health insurance policies.

For example, the Social Insurance Department of Ca Mau province recently received feedback from social insurance and health insurance participants regarding calls from individuals using the phone number 0825.884.702.

Specifically, the caller instructed Ms. B to go to the People's Committee of Ly Van Lam Ward, Ca Mau Province, to update her child's electronic health insurance card (a child under 6 years old). Ms. B was asked to bring her Citizen Identity Card and the child's health insurance card (Ms. B is the child's mother). Ms. B replied that she didn't have time to go, so the scammer instructed her to add a Zalo account named "Nguyen Trung Quan" who would assist with installing the "Electronic Social Insurance" application.

Ms. B followed the instructions, and the scammer, taking advantage of her trust, withdrew 2,000,000 VND from her bank account. After discovering the money was missing, Ms. B complained, and the scammer instructed her to "use another account number and follow the instructions to get the money back." Ms. B borrowed her brother's phone and account to do so, and this account was subsequently debited another 7,800,250 VND (as each account number can only be transacted once). In total, the scammer withdrew 9,800,250 VND from Ms. B's bank account in two separate transactions.

In response to this situation, the Vietnam Social Security agency affirms that it does not have a policy of calling or texting people to request them to install the "electronic social security card" or provide personal information to update data on the VssID - Digital Social Security application. All official information related to social insurance, health insurance, and unemployment insurance policies is provided through the official communication channels of the social security agency.

Therefore, the Vietnam Social Insurance recommends that units, employees, and those participating in and benefiting from social insurance and health insurance policies increase their vigilance against online scams: do not befriend strangers through social media applications; do not access links from unknown sources; do not provide OTP codes, personal passwords, bank account information, or biometric data (such as facial recognition, fingerprints, etc.) to anyone who is not verified; proactively update policy information from reliable sources; and regularly monitor warnings from authorities about methods and tactics of fraud.

At the same time, carefully check and verify information before conducting transactions online; when detecting signs of fraud, people are urged to promptly report to the nearest police station or inform the local social insurance agency for support and coordinated handling according to regulations.
