As one of the "hot spots" for complaints and petitions, after the merger, the leaders of Cao Duong commune have focused on receiving citizens; listening to the opinions of the people, and promptly resolving difficulties and obstacles at the grassroots level. Cao Duong commune has a total area of ​​nearly 114 ^km² , a population of nearly 37,000 people, and 48 villages. Industrial, handicraft, and commercial activities in the commune are quite vibrant. Currently, the commune has 145 enterprises and 18 cooperatives in the industrial and handicraft sectors, and 974 establishments, businesses, and households operating in the commercial and service sectors.

Currently, the commune is focusing on land clearance to implement the Housing and Central Market Project in Cho Ben and Lai Tri villages; 2 power line projects (110kV Kim Boi power line and substation; 110kV power line supplying electricity to Hoang Long Hoa Binh Cement Plant) and 7 other projects being implemented in the area.

According to the 2026 public investment plan, there are 79 projects and works in the commune with a total capital of 132 billion VND. These figures show that the workload and emerging issues that need to be addressed in the leadership and management of the Cao Duong commune Party committee and government after the merger are very large.

The commune has intensified inspections and monitoring of land use, promptly detecting and handling violations. In the first six months of the year, 27 administrative violations in the land sector were processed, with fines totaling 242 million VND issued; and construction violations related to investment and construction were inspected, documented, and ordered to be suspended.

To promptly address the difficulties faced by the people, Cao Duong has intensified its citizen reception efforts. From July 1, 2025 to the present, the Party Secretary of the commune receives citizens for 2 days/month, totaling 8 visits; the Chairman of the People's Committee receives citizens for 4 days/month and 46 unscheduled visits. The main issues raised in the petitions and complaints focus on land, mineral resources, and the issuance of land use right certificates.

During public consultations, the Party Committee and People's Committee of the commune received numerous feedback on environmental sanitation issues. Therefore, the Party Committee directed the People's Committee to regularly inspect and monitor compliance with environmental protection laws by organizations and individuals, especially livestock and poultry farms; and to maintain waste collection activities in some residential areas.

The commune also regularly conducts inspections and rectifies violations at livestock farms; organizes dialogues with the people regarding environmental pollution caused by stone quarrying and the production and business activities of some enterprises in the area. Some difficulties and obstacles between households in Dong Om village and Hoang Long Hoa Binh Cement Company and related businesses have been resolved. The issue of construction affecting traffic in Sau Ha village was also quickly resolved after the Party Secretary of the commune met with the people, inspected the site, and gave instructions...

Thanks to the proactive involvement of the government, emerging problems and obstacles faced by the people have been resolved, and the investment and business environment has improved.
