Going from house to house, addressing each concern
In implementing the policy of reorganizing villages and residential areas, many localities have established public relations working groups with the motto "close to the people, connected with the people." Currently, it is the peak period for gathering public opinions on the reorganization plan. Members of the public relations working groups at the ward, commune, and village levels are actively organizing meetings, visiting each household to disseminate information, explain issues that people are still concerned about, and engage in thorough discussions.

In An Tuong ward, the plan is to reorganize the 61 residential groups into 27. From the outset, the ward established 5 working groups, each with 5-6 members responsible for specific areas. In addition to reviewing and developing reorganization plans, the group members also coordinate with the Party branch secretaries and residential group leaders to directly meet with residents to understand their concerns and aspirations, and to address any questions related to the reorganization plan.
Thanks to effective propaganda and mobilization efforts, the policy of reorganizing residential areas is receiving high levels of support from the local people. Mr. Nguyen Xuan Tan, a resident of Che 6 residential area, said that all residents in the area agree with and support the policy of reorganizing residential areas.
Besides expressing agreement, residents also raised some concerns regarding the population size after the merger. Ms. Nguyen Thi Viet, Head of the Front Committee of Hop Hoa 2 residential area, said: “According to the proposed plan, Hop Hoa 1, Hop Hoa 2, and Dong Lem residential areas will merge into a new residential area with nearly 580 households. Many residents are worried that the current community center, which only meets the needs of about 200 households, will face difficulties when the population increases. In addition, managing the population in a larger, more densely populated area will place higher demands on the residential area officials after the reorganization.”
In response to these concerns, the ward's working groups directly met with and discussed the matter with residents to ensure they understood the roadmap and implementation plan. Simultaneously, suggestions related to infrastructure, community activity locations, and personnel were compiled and reported to the competent authorities for consideration and resolution. Listening to and incorporating residents' opinions at the grassroots level contributed to fostering consensus during the implementation of the policy.
Working together to implement the policy.
Based on the review, Yen Minh commune plans to reorganize from 83 villages to 28 villages, a reduction of 55 villages. To ensure democratic and transparent implementation, the commune has organized numerous conferences to gather opinions and social feedback on the draft plan for reorganizing villages and residential areas.
In addition to the commune's working groups, community mobilization teams have been established down to the village level. In Khai Hoang Ban Vang village, it is planned to merge with Mon Vai village to form a new village with over 150 households. As a respected figure in the community for many years, Mr. Vang Min Pao actively participates in activities with the village's community mobilization team.
According to Mr. Pao, the area is home to many ethnic groups such as the Hmong, Hoa, and Dao, each with its own customs and traditions. Initially, some households were concerned about how the merger would affect community life, customs, and participation in village activities. However, through the persuasion efforts of the village's community mobilization team, many differing opinions were reconciled, creating a high level of consensus.”
In Ha Che village, Sung Mang commune, the task of disseminating information and mobilizing the people in the village reorganization also faces many pressures. Currently, the village has 113 households, 100% of which are ethnic minorities. According to the reorganization plan, the village will receive over 30 households from Ha Pong Cay village and 22 households from Sung Mang village.
The Party Secretary of Ha Che village, Ho Mi Cua, said: “The area was once affected by the ‘San Su Khe To’ cult, so the village's mass mobilization team always prioritizes understanding public opinion and guiding public sentiment. Thanks to the combined efforts of the mass mobilization team and other grassroots forces, the villagers understand better the benefits of maintaining their stance and not believing in harmful and toxic information.”
In reality, in areas where the role of grassroots mobilization teams and influential individuals is effectively utilized, the process of gathering public opinion proceeds smoothly, creating high levels of consensus. This forms the foundation for localities to effectively implement the policy of streamlining the administrative apparatus and improving operational efficiency.
