(HNMO) - On the evening of May 10th, the Ho Chi Minh City Police announced that the Tan Binh District Police, in coordination with relevant units, had dismantled a large-scale, inter-provincial cannabis cultivation and distribution ring. They have initially prosecuted and detained three suspects and seized over 40kg of dried cannabis.
Specifically, on April 28, 2023, the Drug Crime Investigation Team (Tan Binh District Police) coordinated with the Police of Ward 14, Tan Binh District, to inspect a house on Nguyen Hong Dao Street, Ward 14, Tan Binh District, and caught Tran Nhat Vinh (born in 1994) and Tran Tri Minh Sang (born in 2002), both from Dak Lak province and residing on Nguyen Hong Dao Street, Ward 14, Tan Binh District, in the act of concealing two nylon bags containing 12.3 kg of cannabis leaves.
During an emergency search of Vinh's residence at the aforementioned address, law enforcement officers seized 7 nylon bags containing 20.26 kg of cannabis leaves; numerous tools for dividing and packaging cannabis; and other related evidence.
At the police station, Vinh and Sang confessed that, around August 2022, through an unidentified friend, Vinh met a person named "Nang" (unidentified) who offered Vinh a job receiving, packaging, and delivering dried cannabis to "Nang's" customers.
Vinh and "Nang" agreed that "Nang" would supply cannabis seeds to a woman named "XD" in Dak Lak province for "XD" to plant, harvest, and then transfer to Vinh; "XD" would receive approximately 15 million VND per kilogram, depending on quality and market price.
After "Nắng" transferred the seeds to "XD," he informed Vĩnh so that Vĩnh could supervise the planting and harvesting of the cannabis, which was harvested approximately every four months. At harvest time, "XD" would take photos of the finished product, its weight, and provide a price quote to Vĩnh; Vĩnh would then inform "Nắng" of the payment for planting the cannabis, which he would transfer to Vĩnh. Vĩnh would then transfer the money to "XD" (because "Nắng" did not want to transact directly with "XD"). Upon receiving the payment, "XD" would send the finished cannabis to Vĩnh for safekeeping.
When a customer wanted to buy marijuana, "Nang" would inform Vinh of the quantity and customer information so that Vinh could package and disguise the marijuana before sending it to the customer. To help with the work, Vinh asked Sang to live with him, providing food, lodging, and a share of the profits. Vinh assigned Sang to directly receive the marijuana sent by "XD" and deliver it to the customer.
Through investigative measures, the police identified "XD" as Luu Thi Thai (residing in Cu M'gar district, Dak Lak province). On April 29, 2023, the Drug Crime Investigation Team of Tan Binh District Police, in coordination with Ea Tar Commune Police, Cu M'gar district, summoned Luu Thi Thai for questioning. During the interrogation, Luu Thi Thai confessed to all her crimes, which matched the testimony of Tran Nhat Vinh.
Based on the evidence collected, on May 7, 2023, the Investigation Police Department of Ho Chi Minh City Police initiated legal proceedings against three individuals, Tran Nhat Vinh, Tran Tri Minh Sang, and Luu Thi Thai, for the crime of "Illegal trafficking of narcotics" as stipulated in point c, clause 3, Article 251 of the Penal Code.
