Cutting off inter-provincial marijuana growing and distribution lines

(HNMO) - On the evening of May 10, Ho Chi Minh City Police said that Tan Binh District Police had just coordinated with relevant units to dismantle a large-scale, inter-provincial marijuana growing and consumption ring, initially prosecuting and temporarily detaining 3 subjects, and seizing more than 40kg of dried marijuana.

Specifically, on April 28, 2023, the Drug Crime Investigation Police Team (Tan Binh District Police) coordinated with Ward 14 Police, Tan Binh District to inspect a house on Nguyen Hong Dao Street, Ward 14, Tan Binh District, catching Tran Nhat Vinh (born in 1994) and Tran Tri Minh Sang (born in 2002), both from Dak Lak province and residing on Nguyen Hong Dao Street, Ward 14, Tan Binh District, hiding 2 plastic bags containing 12.3 kg of cannabis leaves.

During an emergency search of Vinh’s residence at the above address, the authorities seized 7 plastic bags containing 20.26 kg of marijuana leaves; many tools for dividing and packaging marijuana and many other related exhibits.

At the police station, Vinh and Sang confessed that around August 2022, through a friend (unknown), Vinh got to know a person named "Nang" (unknown) so that Vinh could take on the job of receiving dried marijuana, packaging it and delivering it to "Nang's" customers.

Vinh and “Nang” agreed: “Nang” would provide cannabis seeds to the woman “XD” in Dak Lak province for “XD” to plant, harvest, and then transfer to Vinh; the salary “XD” would receive was about 15 million VND/kg, depending on the quality and market price.

Seized evidence.

After “Nang” transfers the seeds to “XD”, he informs Vinh to supervise the planting and harvesting of cannabis, which is harvested about once every 4 months. When it is time to harvest, “XD” takes pictures of the finished product, the quantity, and gives Vinh a quote; Vinh will report the cost of growing the cannabis so that “Nang” can transfer the money to Vinh, then Vinh will transfer the money to “XD” (because “Nang” does not want to deal directly with “XD”). Upon receiving the payment, “XD” will send the finished cannabis to Vinh to hide.

When a customer buys marijuana, “Nang” will inform Vinh of the quantity and customer information so that Vinh can package it in a disguise and send it to the customer. To help with the work, Vinh asked Sang to come and stay with him, Vinh will provide food, accommodation and share the wages with Sang. Vinh assigned Sang to directly receive the marijuana sent by “XD” and deliver it to the customer.

The police seized evidence, marijuana was disguised as weight loss tea to send to customers.

Through professional measures, the police identified “XD” as Luu Thi Thai (residing in Cu M'gar district, Dak Lak province). On April 29, 2023, the Drug Crime Investigation Police Team, Tan Binh District Police, coordinated with Ea Tar Commune Police, Cu M'gar District to invite Luu Thi Thai to work. Through the struggle, Luu Thi Thai confessed to all of her crimes and was consistent with Tran Nhat Vinh's testimony.

Based on collected evidence, on May 7, 2023, the Investigation Police Agency, Ho Chi Minh City Police prosecuted 3 subjects Tran Nhat Vinh, Tran Tri Minh Sang, and Luu Thi Thai for the crime of "Illegal drug trafficking" as prescribed in Point c, Clause 3, Article 251 of the Penal Code.
