"The 'Four Good' Party Branch" - The Core Lies in the Party Members

The "Four-Good Party Branch" model concretizes the spirit of Resolution No. 21-NQ/TW, dated June 16, 2022, of the Central Committee of the Communist Party of Vietnam on "Strengthening and consolidating grassroots party organizations and improving the quality of party members in the new period." In Quang Ninh , the building of "Four-Good Party Branches" and "Four-Good Grassroots Party Committees" has been given attention and implemented by party committees at all levels, creating positive changes in strengthening the fighting capacity of grassroots party organizations; enhancing the image, prestige, and role of party members, and meeting the requirements of tasks in the new situation.

The Party cell of Binh Luc Ha area, Hong Phong ward, Dong Trieu town, currently has 39 Party members. Since the beginning of 2024, after agreeing to register for the "Four Good Party Cell" model (successfully completing political tasks; good quality of activities; good unity and discipline; good cadres and Party members), the Party cell committee has closely followed the evaluation criteria framework, based on the conditions and characteristics of the neighborhood, to develop a specific activity plan with many effective and commendable approaches.

Commenting on the activities of the Binh Luc Ha Party Branch, Comrade Pham Thanh Du, Standing Deputy Secretary of the Party Committee and Chairman of the People's Council of Hong Phong Ward, Dong Trieu Town (standing), emphasized: This is one of the Party branches that has concretized and effectively implemented the "Four Good Party Branches" model through specific programs and actions, most notably the effective implementation of new models and methods in mobilizing people to donate land for road construction, mobilizing social resources to invest in infrastructure, and urban beautification...

The Binh Luc communal house was built entirely through social mobilization efforts by the Binh Luc Ha Party Branch, with a total investment of nearly 12 billion VND. Phase 1 is expected to be completed before the Lunar New Year to serve the needs of local people and visitors from all over.

The Party members of the Binh Luc Ha Party Branch always uphold a high sense of responsibility and closely monitor issues of concern to the people; through this, they grasp the ideological situation and public opinion in order to provide specific and timely solutions and directions.

The "Four Good Party Branches" initiative has also been effectively implemented by the Party Branch of Quarter 1, Hong Ha Ward, Ha Long City, with the motto: "Each comrade in the Party Committee, each Party member in the branch, always upholds the spirit of unity, takes the lead, and sets an example in all activities to build a neighborhood that is increasingly developed and progressing."

Specifically, implementing the "Four Good Party Branches" model through regular meetings has helped each party member in the Party Branch of Ward 1, Hong Ha Ward, Ha Long City, strengthen unity and cohesion in their activities, and gain a deeper understanding of their responsibilities. They have become exemplary role models in politics, ideology, moral character, and lifestyle, enabling them to effectively carry out their tasks and contribute to the development of the ward.

Thanks to the collective efforts and solidarity of the people and the exemplary actions of the officials and Party members, from the beginning of 2024 to the present, Zone 1 has installed 21 surveillance cameras in the alleyways; contributing to building a civilized neighborhood and ensuring security and order.

Mr. Pham Dinh Khang, head of group 7, Party Committee member of neighborhood 1, directly monitors the security camera at his home to keep track of activities in the neighborhood.

Comrades from the Party Committee and Party Branch of Ward 1, Hong Ha Commune, visited, encouraged, and provided support to the family of Ms. Dao Thi Lien, residing in Group 6, whose roof was blown off during the recent Typhoon No. 3.

Mr. Ninh Van Quang, Party Secretary and Head of Khe Luc village, Dai Duc commune, Tien Yen district, has always been exemplary in implementing the policies and guidelines of the Party and the State, and has continuously strived to learn, improve, and train himself. He personally mobilized his family to donate 5,000 square meters of land to complete the road connecting the center of Dai Duc commune and the former Dai Thanh commune, facilitating travel and trade for the people.

Ninh Van Quang shared: "To maximize the role and youthful energy of a Party branch secretary in applying and implementing the 'Four Good Party Branch' model, we must start from the crucial, core link: the leading and exemplary role of cadres and Party members. At the same time, we must regularly disseminate information and understand the thoughts and aspirations of the people to gradually prevent and combat the decline in political ideology, morality, and lifestyle, and work together with the people to develop the economy and become wealthy on their own land."

With a clear and specific framework of criteria for the "four good Party branches" model, the Party branch of the Mining Technology Department, under the Party Committee of Ha Lam Coal Joint Stock Company, has always adhered to and considered this a solid foundation for jointly developing rationalization initiatives in production, which are then applied in mining operations, helping to increase productivity and save costs for the Company.

Thanks to the vigorous implementation of the "Four Good Party Branches" model, the Mining Technology and Engineering Department Party Branch of Ha Lam Coal Joint Stock Company has had many initiatives in production and business, helping to generate profits and save the company 7-8 billion VND per year.

Although only launched throughout the province at the beginning of 2024, the emulation campaign to build the "Four Good Party Branches" model has spread increasingly widely to every party branch and party member in localities, from rural areas to urban centers, from mountainous regions to border areas and islands. All are working towards the goal of building an increasingly prosperous and powerful Quang Ninh province.
