Party branch close to the people in Nga Cay

From providing livelihood support and building houses for disadvantaged families to encouraging people to participate in health insurance, the Party cell of Nga Cay hamlet, under the Party committee of An Bien commune, is fostering consensus through actions that are close to the people.

The Party cell in Nga Cay hamlet currently has 23 members, who hold regular monthly meetings. According to Mr. Nguyen Van Nguyen, Secretary of the Party cell and Head of Nga Cay hamlet, the most important thing in grassroots work is that Party members must be close to the people and understand them. "In rural areas, people trust officials when they see that they are enthusiastic and that their words match their actions. Difficult problems can be gradually resolved," Mr. Nguyen said.

The most notable achievement of the hamlet's Party branch last year was its work in caring for the welfare of the people and supporting their livelihoods to help them escape poverty sustainably. Among the households receiving support was that of Mr. Tran Van Hung (65 years old). His small house, located along an inland canal, is home only to him and his wife. Without land or children, Mr. Hung's life depends year-round on fishing with nets in the river, sometimes earning 150,000 - 200,000 dong a day.

Mr. Hung recounted that his parents gave him 6 acres of land to farm, but he failed many times. From raising buffalo to farming, he couldn't make a living, and gradually sold all his land. A year ago, he and his wife received a 50 million VND policy loan from the local government's poverty alleviation program, along with 4 piglets. "When I received the pigs, I was so happy, because I had no other way to make a living," Mr. Hung said.

Starting with just four pigs, Mr. and Mrs. Hung have built up a breeding sow herd. Despite facing disease outbreaks and numerous challenges in pig farming, they persevered. Recently, a sow gave birth to 11 piglets; the family kept five to continue raising and sold six to help make ends meet. In addition, Mr. Hung also raises over 130 free-range chickens to supplement their income.

Mr. Nguyen Van Nguyen said that the Party cell of Nga Cay hamlet determined that livelihood support must go hand in hand with regular monitoring and encouragement. Party members in charge of the area regularly keep track of the situation and see what the people need in order to provide additional support. Along with livelihood support, the Party cell also pays attention to building houses for disadvantaged households. In the early days of this year's rainy season, the new house of Ms. Thi My Linh (32 years old), residing in Nga Cay hamlet, was filled with laughter and conversation after many years of the whole family living in a dilapidated thatched house. Previously, her old house was temporarily built with palm trees and a rickety thatched roof for more than 11 years. Every rainy season, it leaked everywhere. Ms. Linh and her husband did not own any land for production; her husband did whatever work he could find, sometimes carrying fish, sometimes planting rice, sometimes operating a harvesting machine for hire, earning about 300,000 - 400,000 VND per day if there was work.

Ms. Linh used to work as a factory worker far from home, but due to poor health, she quit to stay home and take her two children to and from school. Life was a struggle, but she still managed to raise catfish and other small livestock to support her children's education. Recently, her family received support to build a house with a budget of approximately 70 million VND. The local authorities raised 35 million VND from benefactors, and the rest was borrowed from relatives. "I was so happy to receive the support to build a house, I almost cried. For the past two years, the roof leaked when it rained, and we had to stay awake all night," Ms. Linh said.

According to Ms. Vo Thi Tuyet Phuong, Deputy Secretary of the Party Branch and Deputy Head of Nga Cay Hamlet, to achieve the targets, the Party Branch always chooses a flexible approach that is close to the people. Even the fundraising for various funds is planned according to seasons to make it easier for people to participate. "For households that have just harvested shrimp, we mobilize them according to the shrimp harvest season, and then we continue mobilizing the remaining households during the rice harvest season, rather than overwhelming them all at once," Ms. Phuong said.

Another notable achievement is that the rate of people participating in health insurance reached 118% of the target. According to Ms. Phuong, this is the result of many direct propaganda campaigns in residential areas. Party members went to each house to explain to people the long-term benefits of participating in voluntary health insurance and social insurance. In addition to caring for people's livelihoods, the Party branch also focuses on creating jobs for local workers. Approximately 80% of working-age people have stable employment.

Through these small but practical actions, the Party cell of Nga Cay hamlet gradually gained the consensus of the people. In this rural area still facing many difficulties, the role of the Party organization is not in slogans, but is evident in the repaired roads, new houses built after the rainy season, or the breeding pigs that give a poor household more hope. Therefore, the fact that the Party cell of Nga Cay hamlet successfully completed its tasks in 2025 is not just a result on paper, but also reflects the people's trust in Party members who are close to the people, understand the people, and care for the people through concrete and sincere actions.
