On the morning of May 21st, the Union of Science and Technology Associations of Hai Phong City organized a scientific seminar with the theme "Promoting the role of Hai Phong's intellectual workforce in implementing breakthroughs in science, technology, innovation, and human resources in accordance with the spirit of the Resolution of the 14th National Congress of the Party".
The workshop attracted a large number of experts, scientists, managers, and representatives from many agencies and units in the city.

At the conference, many opinions affirmed that, in the context of the strong digital transformation and the Fourth Industrial Revolution, the intellectual workforce not only plays a role in scientific research but also is a pioneering force in innovating development thinking, transferring technology, and improving the quality of human resources. This is a key factor for Hai Phong to realize its goal of becoming a leading industrial, logistics, and innovation center in the Northern region.

The discussions focused on analyzing the current situation, opportunities, and challenges in developing the potential of the city's intellectual workforce. Many delegates argued that Hai Phong currently possesses a growing pool of high-quality human resources, but still needs a more comprehensive mechanism to attract and utilize talent, promote applied research, and create a favorable environment for innovation.
Notably, experts assess that the implementation of resolutions and specific policies on science and technology in recent years has created an important foundation for the city's breakthrough. However, to meet the development requirements in the new phase, Hai Phong needs to continue investing heavily in science and technology infrastructure, strengthening linkages between schools, businesses, and management agencies; and at the same time, building a more substantive and sustainable innovation ecosystem.

Through the workshop, scientists, experts, and intellectuals focused on exchanging and clarifying theoretical and practical issues regarding the role of intellectuals in the development of science, technology, innovation, and high-quality human resources; assessing the current state of Hai Phong's intellectual workforce in the context of new development; and identifying institutional, policy, and creative environment barriers.
In addition, many opinions also proposed mechanisms to strongly promote the role of intellectuals in implementing Resolution 57-NQ/TW and the Resolution of the 14th Party Congress; and suggested effective linkage models between "State - Scientists - Schools - Enterprises - Society" to build an innovation ecosystem for the city.
The opinions and suggestions put forward are expected to contribute to policy guidance, create new impetus for science and technology, and develop high-quality human resources in the future.
Hai Phong currently has over 400,000 intellectuals, scientists, and experts with university degrees. The number of intellectual association members exceeds 100,000.
