According to the plan, the construction of "digital core communes" aims to concretize the Central Government's major policies on the development of science , technology, innovation, and digital transformation; and at the same time create a shift in the method of commune-level governance, from manual to data- and technology-based governance.
Tay Son is stepping up administrative reforms and building digital core communes.
Tay Son commune has been selected to develop into a model with a comprehensive digital transformation ecosystem, based on five pillars: digital government, digital economy , digital society, innovation, and information security. This model places citizens and businesses at the center of service, aiming to create new value and promote local socio-economic development.
The plan sets out many specific targets. These include a satisfaction rate of 98% or higher among citizens and businesses using online public services; 100% of administrative procedures and documents being digitized and processed online; and fees and charges being paid cashless. Furthermore, 95% of documents will be processed entirely online according to the principle of "citizens only need to provide data once"; and 100% of feedback and suggestions will be received and processed through the digital system.
In the field of digital society, Tay Son commune strives to have approximately 80% of its residents aged 14 and above install and use the iGiaLai platform; 90% of its residents are equipped with basic knowledge about digital transformation through the "Digital Literacy Movement"; and 100% of commune-level officials and civil servants are trained in the application of artificial intelligence in their work, contributing to improved productivity, management quality, and service delivery.
To achieve the above goals, Tay Son commune will implement a comprehensive set of solutions in the field of digital government. The focus will be on completing the digital infrastructure, putting into operation document management systems, administrative procedure processing, paperless meeting rooms, socio-economic reporting systems, and digital maps to serve local management. In addition, the commune-level public administrative service center will be built in a modern, professional manner, strongly applying digital technology .
In the field of digital economy, Tay Son commune will support businesses and households in applying digital transformation through e-commerce, cashless payments, and electronic contracts; and simultaneously implement a "digital market" model in traditional markets to enhance the shopping experience, boost consumption, and expand the market.
Local specialty products and OCOP (One Commune One Product) products will be promoted on digital platforms. Alongside this, the commune will gradually develop smart tourism solutions, effectively exploiting its existing potential and advantages to serve local economic development.
Tay Son also aims to convert 25-30 household businesses into enterprises; and support approximately 50% of businesses and household businesses in the area to apply digital transformation in their production and business activities.
Local authorities will also implement synchronized systems for reporting incidents, security surveillance cameras, and digital communication channels, contributing to improved management efficiency, ensuring security and order, and enhancing the quality of service for citizens.

Simultaneously, the locality encourages the development of innovative startup models linked to digital transformation right from the grassroots level; organizes activities and events to promote the spirit of innovation in the community, gradually forming an innovation ecosystem at the commune level.
The Gia Lai Provincial People's Committee has requested that the implementation of the "digital core commune" model in Tay Son be carried out synchronously and decisively, ensuring practicality and effectiveness, and avoiding formality. The implementation process also encourages the mobilization of social resources, especially the participation of technology and telecommunications businesses.
The pilot results in Tay Son commune will serve as a basis for developing a set of evaluation criteria, providing a foundation for considering the replication of the "digital core commune" model throughout the province, contributing to promoting digital transformation from the grassroots level and creating new impetus for socio-economic development in the coming period.
