The conference was attended by Deputy Minister of Science and Technology Bui Hoang Phuong and Vice Chairman of the Da Nang City People's Committee Ho Quang Buu.

The conference was organized by the Ministry of Science and Technology in collaboration with the Ministry of Industry and Trade and the People's Committee of Da Nang City.
According to the Ministry of Science and Technology, the program aims to promote digital transformation in the grassroots economic sector, helping business households access digital commerce, improve management capacity and competitiveness.
Following the pilot phase in Thai Nguyen in 2025, Da Nang was selected for further implementation due to its high level of readiness in digital infrastructure, digital government, and innovation ecosystem.
The program adopts a collaborative model between management agencies, technology companies, and household businesses. In this model, the State plays a guiding role, technology companies and credit institutions provide platforms, services, and support solutions, while household businesses are the direct beneficiaries.
Twenty-two technology and banking companies are participating as partners, including VNPT, Viettel, Techcombank, MB, MISA, KiotViet, MoMo, Grab, and others.
Participating businesses will have their digital transformation readiness assessed free of charge through the RDX system. They will also receive support in using sales management software and digital signatures for the first six months, and will be given free creation of 5,000 electronic invoices.
Additionally, the program offers two years of free “.biz.vn” domain registration, AI-powered websites, domain-based email services, AI-powered automated posting tools, and guidance on building brand awareness on digital platforms such as Zalo, Facebook, and TikTok.
Business households also receive support in implementing cashless payments, connecting to e-commerce platforms, optimizing online search, locating via Google Maps, as well as guidance on electronic tax declaration and product traceability.
According to the plan, the program will run until the end of November 2026. Da Nang aims to survey approximately 10,000 business households, of which more than 90% will receive advice and experience suitable digital platforms.
The results from the pilot program will be used to refine policies and consider scaling up the model to support digital transformation for household businesses nationwide.
