Customs Branch Region 3 makes a worthy contribution to the overall development of the Port City.

In the atmosphere of the Party Committee, government, army and people of the city looking towards the first Congress of Hai Phong City Party Committee, term 2025 - 2030, the collective of cadres, party members, civil servants and employees of Customs Branch Region 3 are more united, unanimous, determined to compete to achieve many outstanding achievements, considering this the most practical action to celebrate the important political event of the Port city.

Previously, on June 25, 2025, the first Congress of the Party Committee of the Customs Branch of Region 3, term 2025 - 2030, unanimously agreed to implement the motto of action "Innovation - Discipline - Professionalism - Solidarity - Development". The Congress demonstrated the spirit of unity, responsibility, and the highest political determination of the collective of cadres, party members, civil servants, and employees of the Customs Branch of Region 3 towards the goal of successfully and comprehensively implementing assigned professional and political tasks.

With the highest determination right from the beginning of the term, to implement the Resolution of the Party Congress of the Customs Branch of Region 3, since the beginning of the year, the Branch has issued 6 Resolutions, more than 30 programs and work plans; launched 6 emulation movements, focusing on key tasks: budget collection, anti-smuggling and trade fraud, developing Customs - Business partnership, digital transformation, innovation...

Implementing the policy of the Party Central Committee, the Government, the Ministry of Finance , and the Customs Department on restructuring the apparatus, the Branches have been streamlined from 20 to 13 and ensure smooth and highly effective operations, without affecting the export and import activities of enterprises.

With many synchronous solutions, the Customs Branch of Region 3 has achieved remarkable results, increasing compared to the same period. Regarding the budget collection task, as of September 18, 2025, the Branch has collected 59,799 billion VND, reaching 89.8% of the annual target (66,600 billion VND), an increase of 22.9% compared to the same period in 2024. It is expected that the Branch will far exceed the 2025 ordinance target.

The coordination of fee collection for the use of infrastructure works, service works, and public utilities in the Hai Phong seaport border gate area has also achieved very positive results, with a collection of VND 1,080 billion so far, reaching 80% of the 2025 plan (VND 1,350 billion), an increase of 11.9% over the same period in 2024.

The City People's Council's Legal Committee supervises the work of combating smuggling, trade fraud and counterfeit goods at the Customs Branch of Region 3.

The highlight of the Customs Branch of Region 3 is that it promotes digital transformation - customs modernization. The Branch synchronously implements the 5E target (E-Declaration, E-Payment, EC/O, E-Permit, E-Manifest); 100% of budget collection is done electronically; automatic declaration assignment on VNACCS/VCIS... Especially the application of GPS positioning seals, automatic monitoring by camera - these are drastic and synchronous solutions to switch from manual monitoring methods to automatic monitoring by modern technical means, helping the unit optimize the efficiency of human resource use to handle the increasing workload while the number of staff tends to decrease, at the same time consistent with the roadmap for science, technology development, innovation and digital transformation in the spirit of Resolution 57-NQ/TW of the 13th Politburo, contributing to transparency of procedures, reducing costs, shortening customs clearance time, creating convenience for people and businesses. The effectiveness of the digital transformation - modernization solutions that the unit has been implementing is demonstrated through the impressive state budget collection results in the first 8 months of 2025 mentioned above.

The Customs Branch of Region 3 always proactively coordinates with relevant departments, branches and units; promotes practical and effective customs-business partnerships in the spirit of cooperation and development. The Branch proactively advises on opening cargo flights at Cat Bi International Airport; signs a cooperation agreement with Hateco International Container Port; studies the digital seaport model; actively accompanies foreign-invested enterprises (FDI) in proactively researching, evaluating and forecasting fluctuations and impacts of new policies and mechanisms on production and business activities, in order to promptly support and remove difficulties for enterprises.

The results achieved by the Customs Branch of Region 3 are primarily thanks to the attention and close direction of the City Party Committee, People's Council, People's Committee of Hai Phong City, the coordination of departments, branches and sectors. And above all, the spirit of solidarity and continuous efforts of the collective of cadres, civil servants and employees of the unit.

However, in 2025, as well as forecasts for the coming years, the world situation continues to have many unpredictable fluctuations: conflicts, trade tensions, escalating raw material prices and logistics costs, the US imposing reciprocal tariffs... which can strongly impact production, import and export activities. Along with that, the requirements for restructuring the apparatus, tightening public discipline, and fighting against smuggling and trade fraud are increasingly high.

Faced with these difficulties, the Customs Branch of Region 3 continues to demonstrate its strong political will, firmly upholding the Party's motto of action "Innovation - Discipline - Professionalism - Solidarity - Development" and the 2025 theme of the Customs sector: "Promoting digital transformation, modernizing customs, tightening discipline, building a disciplined and civilized team".
