This is both a challenge and an opportunity for the education sector in the new context.
Currently, most communes and wards do not arrange specialized education staff but assign this task to cultural and social officials. Meanwhile, many of the staff in charge are not trained in pedagogy or education management, so they face many difficulties in implementing work and coordinating with schools; they are not timely and lack close supervision in directing and providing professional guidance to schools and educational institutions.
For example, Dong Hoa ward has 12 public schools of all levels and 24 kindergartens, but only one civil servant is in charge of education management and also holds many other positions. This civil servant is not trained in pedagogy or education management. "The civil servant in charge of education management is currently in charge of many tasks of the department, but does not have specialized expertise, so many issues are not resolved accurately and promptly. At first, the officer in charge of education encountered many difficulties because he had to learn while working," said Mr. Le Hoang Trung, Party Cell Secretary and Head of the Department of Culture and Society of Dong Hoa ward.

According to Vice Chairwoman of Buon Don Commune People's Committee Tran Thi Thuy, currently the commune level performs the function of state management of kindergartens, primary schools and secondary schools, including planning, building local education development plans, ensuring facilities, finance and human resources, as well as organizing activities and managing schools in the area. The workload is huge, unprecedented; although the commune level government has made great efforts, the "gaps" in personnel, management experience, and coordination mechanisms have made the commune level confused in the face of new requirements and tasks.
The lack of specialized staff in charge of education at the grassroots level leads to untimely organization of seminars, professional activities, innovation of teaching methods, etc., and a lack of people to organize or direct educational activities.
To resolve difficulties in the primary education sector, the Provincial People's Committee issued Document No. 03339/UBND-KGVX, dated September 3, 2025, on resolving a number of difficulties and problems of localities in the field of education and training when implementing two-level local government. In particular, the Provincial People's Committee assigned the commune level to research and find appropriate solutions, mobilize civil servants who previously worked at the Department of Education and Training or receive and second educational managers and teachers at all levels with appropriate expertise and experience to arrange to be in charge of the education sector at the commune level.
In the context of implementing two-level local government, schools from kindergarten to secondary school no longer directly receive comprehensive management from the education sector as before, but are decentralized to communes and wards. In order for management, teaching and learning to meet practical needs, school leaders must renew their thinking, promote initiative and creativity in directing and operating educational management work. |
According to Director of the Department of Home Affairs Truong Ngoc Tuan, implementing the direction of the Provincial People's Committee, the Department of Home Affairs issued Document No. 01175/SNV-TCBC, dated September 3, 2025, guiding the implementation of signing contracts for teachers, staff, and workers at educational institutions. Currently, localities are developing plans to rotate and arrange civil servants and second civil servants to perform work at appropriate civil servant positions.
Faced with many difficulties and obstacles, Tan Lap Ward is the first commune-level government in the province to organize a thematic conference to find solutions. Deputy Secretary of the Party Committee and Chairman of the People's Committee of Tan Lap Ward, Tran Duc Nhat, affirmed: "The task of state management of education and training is very broad, including general education and vocational education. The ward is making efforts to create a friendly environment, actively supporting schools according to decentralization and decentralization so that each school can promote its advantages, be proactive and creative in performing teaching and learning tasks."
Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dong Hoa Ward, Huynh My Phong, said: "Dong Hoa Ward is reviewing its staff to soon carry out the rotation of civil servants with pedagogical expertise to the Ward's Department of Culture and Society in charge of education, promptly removing difficulties and ensuring the good implementation of the state management function of education and training that the Party and State have set out in the coming time."

In Ea Rok commune, to effectively carry out the state management function of education and training, the People's Committee of the commune transferred civil servants with expertise in education management to the position of head of the cultural and social department. From here, the head of the department assigned staff suitable for professional capacity to be in charge of the education field, and at the same time directly monitored and urged.
On the school side, in order for management, teaching and learning to meet practical needs, school leaders must innovate their thinking and promote initiative and creativity in directing and operating educational management work.
With nearly 40 years of experience in the industry, Mr. Nguyen Thanh Vinh, Party Cell Secretary and Principal of Luong The Vinh Secondary School (Quang Phu Commune), said that in the initial stage of operating a two-level local government, there were certain difficulties and problems, requiring joint efforts from the school, local government and education sector.
"While waiting for synchronous solutions from higher levels, the collective of teachers must promote a sense of responsibility to ensure the quality of education. The full role and responsibility of each party member and teacher will promote connection and synchronization between localities, schools, and families to ensure educational management and improve the quality of teaching and learning," emphasized Mr. Nguyen Thanh Vinh.
