Will trucks be banned from entering Truong Son road?
The Vietnam Logistics Service Business Association (VLA) has just sent a document to the Ho Chi Minh City Department of Transport to comment on the proposal to restrict trucks traveling through Tan Son Nhat airport area (Tan Binh district).
According to the plan that the Road Traffic Infrastructure Management Center (Department of Transport) is studying, trucks will be banned from entering Truong Son Road in both directions. Particularly, the Bach Dang and Hong Ha branches are one-way roads, the truck ban will apply from Hong Ha (the route crossing the two branches) to Truong Son road. If approved, the ban is expected to apply in 2 phases: From September 1.9.2024, 6, the vehicle ban will be from 20 - 1.1.2025 hours; From January 22, 9, the ban time will be extended to 16 p.m. Currently, trucks are still operating in this area during the hours from XNUMX:XNUMX a.m. to XNUMX:XNUMX p.m.
VLA evaluates that traffic re-arrangement and changing the time frame prohibiting truck operations will greatly affect the operations of member businesses. Surveying the level of impact, 100% of VLA businesses participating in the survey said that if this new loading ban plan is applied, cargo transportation, import and export activities via air in the southern region will seriously affected, causing delays, not meeting the time required by customers, incurring large costs.
In particular, warehouse No. 1 at 49 Truong Son (export warehouse) will face the greatest difficulty when there is no access road during the prohibited loading hours. Operations of the entire supply chain will completely shift to night shifts. Meanwhile, factories, warehouses, related services such as irradiation, state management agencies (customs, specialized inspection) mainly operate according to office hours.
Costs triple, risk of being fined for late delivery
According to preliminary calculations of businesses participating in the survey, the costs incurred could range from 30 - 300% if the new no-loading time frame plan is applied, not to mention the cost of being fined by customers due to delivery time. Delay, loss of quality of goods (for vegetables, fresh fruits and seafood). The reason is that goods are transported according to flight times, so they cannot be transported to avoid the prohibited hours as above. Assuming the goods are collected in advance within the allowed time frame, the warehouse of TCS warehouse will not be able to meet the volume of exported goods of businesses and at the same time incur storage costs. Particularly fresh products (vegetables, fruits, seafood...) will not be able to be gathered for a long time, affecting the quality of exported goods.
With the above analysis, VLA recommends that the City People's Committee and the Department of Transport not consider applying the new loading ban plan and keep the current loading ban hours the same. To limit traffic congestion, this unit requests the authorities to increase the force and number of traffic coordination personnel in this area, and at the same time, divert and regulate traffic from distant.
