The Government held an online meeting with localities on assigning investment management for expressway routes.

On the morning of July 7, under the chairmanship of Deputy Prime Minister Tran Hong Ha, the Government held an online meeting with the provinces of Tuyen Quang, Thai Nguyen, Nghe An, Quang Ngai, Cao Bang, Gia Lai on assigning competent authorities to invest in 5 expressways: Bac Kan - Cao Bang, Tuyen Quang - Ha Giang (phase 2), Vinh - Thanh Thuy, Quang Ngai - Kon Tum, Quy Nhon - Pleiku. Attending and chairing at the Tuyen Quang bridge point were comrade Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of provincial departments and branches.

The Tuyen Quang - Ha Giang Expressway Project (Phase 2) is in line with the road network planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, creating a driving force for comprehensive and sustainable socio-economic development, ensuring national defense and security; developing tourism and trade in border areas. The project has a total expected length of 58km, the starting point connects to the end point of the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the end point connects to Thanh Thuy international border gate with a scale of 4 complete lanes; the total expected investment is nearly 14,900 billion VND, the project is proposed to be invested in the form of public investment.

The Provincial People's Committee has sent a document to the Government and the Prime Minister requesting investment policy for the project in the period of 2025 - 2030 and assigning the Ministry of Construction as the authorized agency to implement the project. In 2025, the province will be supported with 2,000 billion VND from the increased central budget revenue in 2024 to carry out compensation, site clearance and resettlement.

After listening to the discussion and clarifying the current regulations, Deputy Prime Minister Tran Hong Ha requested the Minister of Construction to issue a document guiding localities facing difficulties and obstacles in ongoing projects; to coordinate with ministries and branches to unify the legal basis and procedures to propose the Government and the Prime Minister to assign the competent agencies to manage expressway projects. The Deputy Prime Minister emphasized that currently, some legal documents are not yet unified and contradictory in the implementation process; Therefore, localities encountering difficulties in implementation need to discuss and coordinate with ministries and branches to resolve them; If necessary, report and propose to the Government for timely resolution.
