The Van Ninh - Cam Lo expressway is accelerating towards achieving the targets set by the Government.

The Van Ninh - Cam Lo Expressway is one of 12 component projects of the North-South Expressway Eastern Zone, Phase II (2021-2025). Spanning 65.54 km and with a total investment of over 9,919 billion VND, it commenced construction on January 1, 2023, and is currently completing the final stages to ensure it meets the target of completion by August 19, 2025, as set by the Government and the Ministry of Construction.

In early July 2025, reporters from the News and Nation newspaper were present at the Van Ninh - Cam Lo expressway construction site, witnessing the urgent atmosphere of hundreds of engineers, supervisory consultants, workers, and laborers from the investor and contractors "braving the sun and rain," working 3 shifts and 4 teams day and night, stretching along the entire route to serve the goal of completing the project.

Video recorded by reporters at the project site in early July 2025:

According to Mr. Luu Tuan Tuan, in charge of project construction (representing the Ho Chi Minh Highway Project Management Board - the investor), by early July 2025, the project had achieved an overall progress of approximately 97.5% of the construction volume. Currently, on the expressway, there are only about 8.5km of service roads that have not been handed over due to local authorities not yet approving the compensation plan; the intersection with National Highway (QL) 9C still has a U-turn point and toll station; and on the main route, there are about 170m of the finishing phase remaining... but these do not affect the project's target progress.

According to reporters, the Van Ninh – Cam Lo expressway is divided into two construction packages: XL1 from Km675+400 to Km708+350, with 13 bridges, 108 box culverts, and 17 underpasses; and XL2 from Km708+350 to Km740+884, with 16 bridges, 129 box culverts, and 25 underpasses. Currently, both packages have basically completed the main construction items such as: laying the final layer of hot asphalt concrete, painting road markings, installing lighting systems, guardrails, and intelligent traffic management systems...

“Contractors along the route are organizing multiple construction teams to complete the installation of warning signs, directional gates, landslide prevention anchors, soft median strips on the highway, service roads, U-turn points, and toll stations… If weather conditions are favorable, with the current accelerated progress, the project will reach the target set by the Government and the Ministry of Construction,” said Mr. Luu Tuan Tuan.

The project still has a few land-related issues concerning access roads for local residents, U-turn points, and toll stations along the route, but these do not affect the overall progress.

The highway overpass projects along the route are expected to be completed by July 2025.

The starting point of the Van Ninh - Cam Lo expressway, connecting to the Bung - Van Ninh expressway, is also being urgently completed.

At the end of June 2025, during a site inspection of the expressway, to ensure the progress of opening the main route to traffic and completing the project in July 2025, Deputy Minister of Construction Nguyen Tuong Van requested the Ho Chi Minh Highway Project Management Board to continue closely monitoring the site, proactively and actively working with local authorities to complete land clearance for access roads, rest stops, and toll stations; in case of difficulties, report to the Quang Tri Provincial People's Committee and the Ministry of Construction, prioritizing land clearance locations related to the opening of the main route to traffic.

The Van Ninh - Cam Lo expressway runs parallel to the Ho Chi Minh Highway.

The Van Ninh - Cam Lo Expressway has its starting point connecting with the Bung - Van Ninh Expressway in the former Quang Binh province and its end point connecting with the Cam Lo - La Son Expressway in the former Quang Tri province. Upon completion and operation, the expressway will shorten travel time, creating momentum to boost trade, socio-economic development, and tourism in the newly established Quang Tri province and other localities through which the project passes.

According to the Ministry of Construction's plan, by August 19, 2025, six component projects of the North-South Expressway will have their main routes or some sections opened to traffic, with a total length of 208 km. These include: Vung Ang - Bung, Van Ninh - Cam Lo, the remaining 13 km of the Van Phong - Nha Trang Expressway, some sections of the Quang Ngai - Hoai Nhon Expressway (10/88 km), Hoai Nhon - Quy Nhon (45/70 km), Quy Nhon - Chi Thanh (20/62 km), and the Hoa Lien - Tuy Loan Expressway. The remaining projects are being implemented diligently, basically adhering to the completion plan by the end of 2025.
