Policies and solutions to promote green building development

Within the framework of Green Building Week 2023, on September 18, in Hanoi, the Ministry of Construction organized a seminar on "Policies and solutions to promote green building development" with the participation of representatives of ministries, branches, management agencies, enterprises, associations and consulting units in the fields related to green buildings and energy saving.

Speaking at the seminar, Deputy Minister of Construction Nguyen Tuong Van said: Green buildings have been developed in the world since the 1990s and have gradually become a movement, a trend in investment, construction and operation management of buildings in over 100 countries and territories.

In Vietnam, green buildings first appeared around 2005-2010. After more than 15 years of development, the number of green buildings in Vietnam has only reached about 300 with a total floor area of ​​about 7.2 million m2. This number is too modest compared to the number of buildings built and put into operation and compared to the potential and requirements for energy and resource use, saving, efficiency and environmental protection. Currently, we do not have any buildings designed, built, managed and operated to meet the criteria of zero net emissions buildings.

In addition to advantages and opportunities, the development of green buildings in recent times has also faced many difficulties and obstacles. In addition to the impacts of the COVID-19 pandemic, the slowdown in the real estate market and the decline in global consumer demand, investors of green building projects also face difficulties in: accessing and ensuring additional investment capital for projects and works to meet green standards; lack of qualified technical human resources in project planning, design, construction, and management of green buildings; no mandatory regulations on labeling, assessment and certification of green and energy-saving building materials for use in construction works... This seminar is an opportunity for stakeholders to exchange and discuss opportunities, challenges, recommendations, and proposals for contents and solutions to remove barriers to promote the strong development of green buildings and green transformation in the construction industry in the coming time.

At the seminar, delegates focused on assessing the current situation; exchanging experiences on achievements; assessing development potential; discussing barriers and challenges and making proposals to remove obstacles, in order to promote investment and development of green buildings in Vietnam.

According to the Ministry of Construction, cities around the world currently occupy 3% of the Earth's surface area but account for more than 70% of the total greenhouse gas (GHG) emissions into the atmosphere. To keep global temperature increases at 1.5°C or lower, cities must achieve net zero emissions. The Vietnamese government is committed to achieving net zero emissions by 2050.

According to statistics by the end of the second quarter of 2023, there are currently nearly 300 green buildings assessed and certified by systems and standards of Lotus (VGBC), Edge (IFC-WB), LEED (US Green Building Council), Green Mark (Singapore) with a total floor area of ​​about 7 million m2 . Vietnam currently ranks 28th in the world in terms of the number of green buildings certified by LEED.

The National Program on Energy Efficiency and Conservation for the 2019-2030 period (VNEEP3) approved by the Prime Minister in Decision No. 280/QD-TTg dated March 13, 2019 has set a target of having 80 green building certified projects nationwide by 2025 and 150 projects by 2030.

Thus, green buildings, sustainable development and climate change are important topics in the construction and urban development industry today and there is direct interaction between the topics. Prioritizing and promoting green building development will ensure that the urbanization process is not only beneficial for current people but also for future generations and the natural environment.

As a developing country, economic growth in Vietnam has put significant pressure on both infrastructure and the environment, especially the pressure on increasing housing demand, energy consumption, waste management and pollution. To cope with the challenges of green, sustainable development, low carbon emissions towards net zero emissions, the Government has initiated many actions and policies to promote green buildings. However, the application of green buildings in Vietnam still faces many barriers and challenges.

At the seminar, representatives of the Ministry of Industry and Trade - the focal agency implementing the National Program on Energy Efficiency and Conservation for the 2019-2030 period (VNEEP3) gave comments and assessments on the role and potential of green buildings to contribute to the goals of VNEEP3 and Vietnam's energy transition. International organizations and consulting units such as the Green Building Council, Asian Development Bank - ADB; United Nations Development Program (UNDP) ... shared about the potential for development and investment in green buildings in Vietnam and predictions about the development trend of this field in the future in the world and in Vietnam; information on projects, support measures, specific incentive policies that you are implementing or planning to implement in the near future for green buildings in Vietnam.

In particular, large domestic and international enterprises participating in this field shared the advantages and difficulties in implementing investment and construction of green buildings in Vietnam, and at the same time gave practical viewpoints and recommendations to remove barriers to develop green buildings corresponding to the important role in saving energy and achieving the goal of reducing greenhouse gas emissions.

Along with listening to and responding to proposals from businesses, state management agencies of the Ministry of Construction, the Ministry of Natural Resources and Environment, and the State Bank of Vietnam provide information on the Plan to promulgate mechanisms, policies, and incentives to encourage and prioritize the development of green buildings and energy-saving buildings, especially in granting construction permits, land use rights, providing financial services, and assessing environmental impacts for projects, factories, and products in this field.
