Effective from July 1, 2025, the 2024 Social Insurance Law, with its many groundbreaking new provisions, has expanded opportunities for workers to access social security policies. After nearly a year of implementation, the new regulations of the law are gradually becoming part of daily life, creating conditions for people to participate in and benefit from social insurance schemes more conveniently, thereby strengthening trust and attachment to the social security system.

June 1st, 2026 became a special milestone for Mr. Do Thanh Linh, residing in Phu Thinh 3 village, Bao Thang commune, as he officially received his retirement pension decision.
Previously, he participated in compulsory social insurance (from January 2016 to June 2024). After retiring from his job, he continued to participate in voluntary social insurance (from August 2024 to May 2026).
Thanks to the new regulations of the 2024 Social Insurance Law, which reduced the minimum number of years of social insurance contributions required to receive a pension from 20 years to 15 years, along with the addition of 4 years and 1 month of military service insurance contributions, Mr. Linh only needs to make a one-time payment for the remaining 8 months to be eligible for a pension.

Holding his retirement decision in his hand, Mr. Linh emotionally shared: "Having a pension makes me feel more in control of my life. This is the most meaningful gift I can give myself in my old age."
Not only those who have reached retirement age benefit from the new policy, but many self-employed workers are also receiving practical social security benefits from social insurance for the first time. Ms. Nguyen Thi Hanh (born in 2003), residing in Hamlet 1, Phong Hai Commune, received a maternity allowance of 2 million VND after giving birth to her first child, according to the new regulations for voluntary social insurance participants.
"I joined voluntary social insurance hoping for a long-term social security foundation for the future, but I was pleasantly surprised and touched to receive maternity benefits. This has made me trust the social insurance policy even more," Ms. Hanh shared.
As a business owner (with business registration) in Phu Cuong village, Mau A commune, Ms. Bui Thi Huyen Trang had previously participated in voluntary social insurance for four years. When she became eligible for mandatory social insurance under the new regulations, she gained access to additional benefits such as sickness, maternity, work-related accidents, and occupational diseases, in addition to retirement and death benefits. According to Ms. Trang, participating in mandatory social insurance gives business owners like her greater peace of mind during their work and production, as they have social security policies to support them in case of risks or unforeseen events in life.
From elderly people receiving pensions and self-employed workers receiving maternity benefits to business owners having their insurance benefits expanded, these real-life stories clearly demonstrate the effectiveness of the 2024 Social Insurance Law. Not only has it expanded coverage, but the new policies have also gradually brought social insurance closer to the people, making it more practical and better meeting the needs of ensuring social security in the current context.
Along with promoting awareness, providing advice, and assisting people in accessing policies, from July 2025 to the present, the provincial Social Insurance agency has processed monthly social insurance benefits for over 2,800 people and maternity allowances for more than 5,000 people.
These figures reflect the effectiveness of policy implementation and demonstrate the growing public confidence in the social insurance system, aiming towards the goal of ensuring sustainable social security.

With 11 chapters and 141 articles, the 2024 Social Insurance Law is a major turning point in social security policy, with many new regulations aimed at expanding coverage, increasing benefits, and better ensuring the lives of the people.
One of the notable new features of the Law is the addition of a social retirement allowance system, gradually forming a multi-tiered social insurance system. Accordingly, this system includes: social retirement allowance; compulsory social insurance and voluntary social insurance; along with supplementary retirement insurance, thereby creating a solid foundation towards the goal of universal social insurance.

The law has reduced the minimum social insurance contribution period required to receive a pension from 20 years to 15 years, creating opportunities for more workers to qualify for a pension upon reaching retirement age. Notably, for the first time, those participating in voluntary social insurance are entitled to maternity benefits with a support of 2 million VND for each newborn child from the state budget.
The law also expands the scope of mandatory social insurance participation to include more groups such as registered business owners, part-time workers in villages and residential areas, and part-time employees. Simultaneously, it adds a social retirement allowance for citizens aged 75 and over who do not receive a monthly pension or social insurance benefit. These new regulations have contributed to expanding the social safety net, ensuring that no one is left behind.
Mr. Nguyen Tuan Anh, Deputy Director of the Provincial Social Insurance Agency, said: "Immediately after the 2024 Social Insurance Law was promulgated, the agency proactively developed a comprehensive implementation plan, from propaganda and training to upgrading the operational system; and promoted digital transformation to quickly put the policy into practice."
Thanks to proactive implementation, by May 26, 2026, the entire province had 136,168 people participating in compulsory social insurance and 77,569 people participating in voluntary social insurance. In the first five months of 2026, 111 conferences, training courses, and dialogues were organized and coordinated; more than 5,400 small group awareness campaigns were conducted, reaching over 40,700 people with information about the policy.
The above figures show that the new regulations of the 2024 Social Insurance Law are gradually being implemented, becoming a practical social security support for workers and the people.
However, the implementation of the Law still faces many difficulties. Many new provisions have a wide scope of impact, while the understanding of social insurance policies among a segment of the population, workers, and employers remains incomplete. Expanding participation in the informal sector is also hampered by the unstable income of some individuals, limiting their ability to participate in and maintain social insurance contributions.

“The unit will continue to innovate its communication work in a flexible manner, focusing on serving the people and businesses; strengthening dialogue and direct consultation to promptly resolve difficulties and obstacles that arise. At the same time, it will closely coordinate with functional agencies in inspecting and checking compliance with social insurance laws; promoting digital transformation, reforming administrative procedures, improving service quality, and creating maximum convenience for people and businesses to participate in and benefit from the policy,” Mr. Nguyen Tuan Anh added.
After nearly a year of implementation, the 2024 Social Insurance Law has proven its effectiveness in practice. The new policies not only expand opportunities for people to access social security but also contribute to strengthening confidence in an increasingly sustainable, humane, and inclusive social security system.
