(QBĐT) - As a locality with a long coastline and a large area of ​​forest and forestry land, the fishing and forestry industries have always played a crucial role in the socio -economic development of the province in general and the agricultural sector in particular. The Quang Binh Provincial Planning for the period 2021-2030, with a vision to 2050, has set a specific target for 2030: the proportion of agriculture, forestry, and fisheries will account for 12.5-13% of the province's GRDP.

Quang Binh has a coastline stretching over 116km, along with a continental shelf 2.6 times larger than its land area, creating a vast fishing ground with a reserve of approximately 100,000 tons and a rich diversity of species (1,650 species), including rare ones. In addition, with 5 river mouths, Quang Binh has a considerable area of ​​water suitable for aquaculture, totaling approximately 15,000 hectares.

According to a report by the Department of Agriculture and Rural Development, as of the end of 2023, the province had nearly 3,600 fishing vessels 6 meters or longer participating in fishing activities, including 1,177 offshore fishing vessels fully equipped with fishing gear, equipment, and communication systems. There were 1,130 vessel tracking devices for fishing vessels with a maximum length of 15 meters or more, accounting for 96.7% of offshore fishing vessels. This large fishing fleet has brought the province an annual seafood catch of over 80,000 tons.

In 2023, the province's total aquatic product output reached over 97,000 tons, an increase of 4.2%; of which, the catch was 83,864 tons and aquaculture was over 13,230 tons; the contribution of the fisheries sector accounted for nearly 33% of the agricultural sector; providing employment for more than 28,000 working-age people…

Bo Trach district has a large number of fishing vessels, with 1,076 fishing boats; of which 795 are 6 meters or longer and 281 are under 6 meters. The district's offshore fishing fleet has 250 vessels, with the remainder operating in nearshore waters. Annually, Bo Trach achieves a seafood production of 26,000 tons, including 21,000 tons from fishing and approximately 5,000 tons from aquaculture.

According to Nguyen Cam Long, Head of the Agriculture and Rural Development Department of Bo Trach district, the district's policy is to gradually reduce the number of small boats operating near the shore, encourage offshore fishing vessels, link with businesses, focus on processing, and introduce high technology into aquaculture in areas with strengths to increase the added value of the fisheries sector.

With its vast fishing grounds, Quang Binh boasts a formidable fishing fleet compared to neighboring provinces. Furthermore, the province consistently prioritizes the implementation of government policies supporting fishermen in building new vessels and renovating existing ones, providing a foundation for them to improve productivity and catch yields, while simultaneously venturing out to sea to safeguard the sacred sovereignty of the nation's maritime territories and islands.

In recent years, localities in the province with favorable conditions have focused on developing models for farming grouper, snapper, and other economically valuable mollusks. This has created jobs, increased income for coastal residents, reduced pressure on coastal fisheries resources, and protected the ecological environment. According to data from the Department of Agriculture and Rural Development, the province currently has 1,795 hectares of brackish water aquaculture area. Aquaculture is gradually developing in the direction of a strong shift from extensive to intensive, high-tech farming.

In Quang Dong commune (Quang Trach district), with the advantage of Hon La and Vung Chua bays, a large water surface area, and calm seas, favorable for marine aquaculture, many fishermen have invested in cages to raise seafood in recent years. According to Nguyen Duc Hien, Chairman of the Quang Dong Commune People's Committee: Currently, the commune has about 20 households raising seafood in the Vung Chua and Hon La areas through cooperatives. The types of seafood raised include grouper, snapper, clams, and abalone... The market is stable, and the initial results are highly profitable.

The green forest brings prosperity.

Quang Binh currently has over 591,000 hectares of forest out of a total area of ​​over 614,000 hectares planned for forestry. By the end of 2023, the forest cover rate of the province reached 68.7%. Of this, the area of ​​planted forest is over 130,000 hectares and is increasing, especially since the State closed the forests to logging. Due to the vulnerability of other crops to natural disasters, people and organizations/businesses have focused on replacing old forests with acacia and eucalyptus trees. This creates favorable conditions for Quang Binh to develop its economy from planted forests, providing a stable livelihood for its people.

Over the years, planted forests have provided a considerable source of income for organizations and individuals involved in forest planting. On average, the province harvests approximately 10,000 hectares annually; in 2023 alone, the province harvested over 10,400 hectares of planted forest, yielding 738,600 cubic meters of timber.

To develop planted forests in general and large-timber plantations in particular, to meet the wood processing needs in the province and improve the quality and value of planted forests, the Provincial People's Committee directed the development of the project "Development of planted timber raw material areas associated with large-timber forest planting in Quang Binh province giai đoạn 2019-2025" which was approved by the Provincial People's Committee in Decision No. 4246/QD-UBND, dated October 30, 2019. This project aims to stabilize the planted timber raw material area at 110,000 hectares by 2025, including 16,200 hectares of large-timber plantations.

In order to improve the efficiency of planted forests, in recent years, Quang Binh has focused on promoting the planting of RGL (Reforestation and Greenhouse Forest) and building technical dossiers for sustainable forest management according to the FSC standards of the Global Forest Management Council (GFA).

According to Tran Quoc Tuan, Director of the Department of Agriculture and Rural Development: Currently, the entire province has planted nearly 4,100 hectares of large timber forests; of which, the majority are concentrated in Le Thuy district with over 1,300 hectares, Quang Ninh district with nearly 1,000 hectares, and Tuyen Hoa district with over 550 hectares. In general, large timber plantations are supported by state policies and intensively cultivated by the people, resulting in good growth and development. People have seen the higher value of large timber plantations compared to small timber plantations, so they have boldly switched from small timber plantations to large timber plantations.

“In order to build a stable output for RGL (Recycled Timber), over the years, the province has promoted investment in advanced wood processing factories to create linkages with forest growers. Wood processing businesses in the province have also proactively developed raw material areas for plantation timber associated with FSC certification. To date, the entire province has over 6,000 hectares of plantation forests certified by FSC and is currently continuing to assess and certify an additional 15,000 hectares,” Mr. Tran Quoc Tuan said.

As a locality with favorable conditions and many potentials and advantages for the production and business of planted forests, especially the planting of FSC-certified acacia trees, the Vice Chairman of the People's Committee of Le Thuy District, Nguyen Huu Han, said: The area of ​​planted forests in the district is concentrated in the communes of Kim Thuy, Thai Thuy, Truong Thuy, My Thuy, Lam Thuy, Ngan Thuy… According to the plan, by the end of 2025, the district aims to plant over 3,300 hectares of planted forests, using high-quality tissue-cultured acacia hybrid seedlings. In addition, the locality also has over 850 hectares of forest area that has been granted FSC certification. "Thanks to forest care and protection and the promotion of economic forest planting, thousands of households in Le Thuy district have gained more jobs and increasingly higher and more stable incomes," Mr. Nguyen Huu Han affirmed.

Currently, Quang Binh is focusing on developing services under the forest canopy, maintaining RGL planting, and encouraging the development of carbon credit trading; leveraging its advantage as the province with the second highest forest cover rate nationwide.

According to Decision No. 641/QD-BNN-TCLN of the Minister of Agriculture and Rural Development on the issuance of the Plan for sharing benefits from the Agreement on payment for greenhouse gas emission reduction in the North Central region, 2023-2025, Quang Binh province is expected to be allocated approximately over 280 billion VND. Accordingly, in 2023, the province allocated over 82.4 billion VND to beneficiaries and will continue to disburse over 100 billion VND in 2024.
