One of the key highlights in the province during this period is the close monitoring of fuel supply to prevent disruptions amidst complex developments in both domestic and international markets. The Department of Industry and Trade has directed fuel businesses to proactively forecast market trends and develop plans to ensure supply for production, business, and consumption; requiring strict adherence to legal regulations, prohibiting hoarding, artificial shortages, unjustified sales, and selling at prices different from the listed prices.

The province has announced a hotline to receive and process information related to fuel supply; coordinated with the Provincial Police to handle false news and images; strengthened local management, signed commitments with retail outlets, and established specialized inspection teams to tighten market management. To date, the fuel supply is still basically meeting the needs of the province.
In the coal sector, units took advantage of favorable weather during the dry season to boost mining and processing, maximizing production. Clean coal production in the first quarter of 2026 by coal units in the province reached approximately 10.542 million tons, equivalent to 104.58% of the planned growth scenario.
In the electricity sector, the province continues to closely monitor the production situation of thermal power plants, promptly resolving difficulties and managing flexibly to ensure electricity supply for production, daily life, and important political and cultural events. Electricity production in the first quarter of 2026 reached 9.77 billion kWh, equivalent to 113.01% of the planned target. Currently, the province has completed the appraisal of the feasibility study report for the project to upgrade the capacity of the 220kV Quang Ninh substation to 500kV; advised on the progress of implementing the National Power Development Plan; and organized meetings with transmission units, power companies, and industrial park infrastructure investors to address bottlenecks and ensure safe and stable electricity supply to loads.

Along with that, the province is also expanding the space for renewable energy development. General economic zone plans, urban and rural planning are being continuously developed and adjusted to create a basis for implementing wind power projects, such as Quang Ninh 2, Quang Ninh 3, Quang Ninh 4, Quang Ninh 5… Recently, on April 23rd, at Cai area (Hoanh Bo ward), the joint venture of Cuong Thinh Thi Construction Investment Group JSC and Ea Sup 5 JSC held the groundbreaking ceremony for the Quang Ninh 1 Wind Power Project. The project has a capacity of 200MW, including 32 modern wind turbines and a 220kV substation along with a synchronized transmission line system. It is expected to be operational in 2028, producing approximately 0.6 billion kWh annually, contributing to national energy security.
Simultaneously, the province continues to support and guide the development of self-produced, self-consumed rooftop solar power; in March 2026 alone, it guided over 5 units, organizations, and individuals in implementing the project and issued registration certificates to 1 unit with a capacity of 2.7MW.
In the group of thermal and gas power projects, the Quang Ninh LNG gas power plant has completed the first phase of land allocation; the second phase is currently undergoing legal procedures to qualify for land allocation to the investor, while the project to upgrade and renovate the exhaust gas treatment system at the Quang Ninh Thermal Power Plant and the Uong Bi Thermal Power Plant has also completed the feasibility study report appraisal.

Along with developing the energy supply, the province is determined to promote the use of energy-saving, efficient, and environmentally friendly energy. The province has directed the implementation of the National Program on Energy Saving and Efficiency for the period 2026-2030; implemented the plan to convert coal-fired power to clean energy, and continues to monitor mechanisms and policies from the central government to have a basis for more synchronized implementation.
Notably, Quang Ninh is focusing on mobilizing social resources and strengthening inter-sectoral, inter-regional, and international cooperation in energy development. The province continues to create favorable conditions for the private sector to participate in rooftop solar power; and at the same time, coordinates with the National Power Transmission Corporation and the Northern Power Corporation to expedite procedures for projects importing electricity from China.
With the initial results achieved, Quang Ninh is on the right track in building a safe, stable, and diversified energy base; making a positive contribution to economic growth, social stability, and successfully achieving sustainable development goals in the coming period.
