
On December 29, 2025, the Prime Minister issued Decision No. 51 on the promulgation of the national criteria set for new rural areas in the period 2026 – 2030. Accordingly, the criteria set includes 10 criteria, 47 indicators and is divided into 3 groups of communes.
Specifically, Group 1 communes are those adjacent to existing urban areas and oriented towards urban development, or communes with an agricultural sector accounting for less than 10% of their economic structure, or communes designated as new urban areas. Group 2 communes are those not belonging to Groups 1 and 3. Group 3 communes are those in Area II and Area III located in ethnic minority and mountainous regions.
Although there are currently no specific guidelines for implementing the New Rural Development criteria for the 2026-2030 period, based on the national criteria for New Rural Development, communes have proactively studied and compared the criteria with their actual conditions to initially identify the areas that need to be focused on.
In Huu Lung commune, professional staff conducted a preliminary review and assessment of the new rural development criteria according to the central government's new set of criteria.
Mr. Nguyen Xuan Tan, Head of the Economic Department of Huu Lung Commune, said: Based on preliminary review results, the commune currently meets two criteria: training rural human resources and building a political and public administration system. Based on this, the unit will continue to advise the Commune People's Committee on developing a specific plan to implement the program for the period 2026-2030, in accordance with the commune's actual conditions.
Along with Huu Lung, Diem He commune has also proactively reviewed and preliminarily assessed the criteria according to the new set of criteria. Mr. Nong Van Tung, Vice Chairman of the People's Committee of Diem He commune, said: To prepare for the implementation of the next phase of the New Rural Development program, the commune has directed the organization to review the indicators and criteria. Through the preliminary review, the commune currently meets 20 out of 47 indicators. Based on these results, the commune has a basis to identify areas that are still limited or have not been met in order to build a roadmap for implementation and strive to achieve New Rural Development standards by 2030.
Besides reviewing the criteria, over the past period, Diem He commune has maintained the implementation of activities with the direct participation of the people, such as environmental sanitation, beautifying village roads and alleys, and improving rural transportation infrastructure. From the beginning of 2026 to the present, the entire commune has mobilized people to contribute more than 2,100 man-days of labor to dredge canals; at the same time, it has reviewed and provided 42.8 tons of cement to implement the construction of 10 roads in 4 villages.
Not only the two aforementioned communes, but currently, other communes in the province are also proactively reviewing and conducting preliminary assessments of the criteria based on their actual conditions. This proactive review of criteria at the grassroots level helps communes gradually identify areas of weakness, thereby developing appropriate implementation plans. Alongside this, communes continue to maintain efforts to promote and encourage people to participate in production development, income improvement, and environmental protection, creating a foundation for completing the criteria in the coming period.
Mr. Hoang Dang Dung, Head of the Rural Development Department of the Department of Agriculture and Environment, assessed: The proactive review and preliminary assessment of New Rural Area criteria by communes early on is necessary, helping them initially identify areas to focus on, especially those related to the environment, production development, and improving the quality of life for the people. This also serves as a basis for communes to strengthen propaganda and promote the leading role of the people in building New Rural Areas.
The review results from the communes also serve as a basis for specialized agencies to compile reports and advise competent authorities on the selection of communes with the conditions and capabilities to strive to achieve the New Rural Area standard in the coming period. According to the plan, the province aims to have 5 communes achieve the New Rural Area standard in 2026.
Proactively reviewing and evaluating the criteria early on is helping communes initially identify the key areas to focus on in the coming period. This also serves as a basis for communes to develop appropriate plans and gradually implement the National Target Program for New Rural Development in the 2026-2030 period effectively.
