The Phu Loc Regional Steering Committee for Disaster Prevention and Control, Unit 3, is considered a crucial outpost for building a strong political foundation and maintaining a solid regional defense posture at the southern gateway of Hue City. As a core unit in assisting the people with disaster prevention and control, rescue operations, and other emergency tasks, since its establishment, the Regional Steering Committee has proactively reviewed the areas under its responsibility, especially those at risk of landslides, flooding, and flash floods, to develop plans and coordinate with local Party committees and authorities to proactively respond before the rainy season.
Lieutenant Colonel Tran Chi Thanh, Deputy Commander and Chief of Staff of the Phu Loc District Disaster Prevention and Control Command, said: "The unit manages an area spanning 13 communes and wards, encompassing various terrains including forests, mountains, lagoons, and coastal areas; with over 60km of coastline, so deploying disaster response plans faces many difficulties. With determination and a proactive approach to minimize damage, the unit quickly dispatched forces to coordinate with the military commands of the communes to quickly review all vulnerable areas, especially those at high risk of flooding and landslides, in order to advise local Party committees and authorities on timely and effective response plans when the rainy season arrives."
Mr. Nguyen Van Thai, Commander of the Military Command of Chan May Commune - Lang Co District, said: "To proactively respond to this year's rainy and stormy season, we are closely coordinating with the Military Command of Zone 3 - Phu Loc and border guard posts to proactively review and thoroughly understand the situation in the area to advise the local Party committee and government on developing plans for prevention, control, and mitigation of consequences that are close to reality. In particular, we focus on identifying households in low-lying areas, families receiving preferential treatment, and single-parent families to have plans for relocation when storms and floods occur..."
The Phu Loc District Disaster Prevention and Control Command Center 3 proactively implemented the "four on-the-spot" principle; organized the assignment of forces to key and vulnerable areas to monitor the situation; and coordinated with local authorities to conduct propaganda and legal awareness campaigns to improve community understanding of disaster prevention and control. The unit collaborated with border guard posts and the military commands of 13 communes and wards to develop and practice disaster prevention and control and search and rescue plans suitable for each locality. The Command Center is ready to deploy its fleet of boats and other materials, as well as maintain sufficient food and supplies in case of emergencies.
The Steering Committee for Flood and Storm Prevention and Control in Zone 3 - Phu Loc directed localities and sectors to develop plans to ensure the safety of people's lives and property, especially in low-lying areas, coastal and lagoon areas, riverbanks, and areas at risk of flash floods and landslides; to develop plans to reinforce and protect key and vulnerable infrastructure, ensuring the safety of Truoi Reservoir and Thuy Yen Reservoir; and to review plans to ensure food supplies, equipment, and personnel for rescue and relief operations in case of emergencies.
