
For the period 2026-2030, the province has identified its key tasks as completing the planning, ensuring synchronous and harmonious development between regions; effectively exploiting potential and advantages to create new growth drivers. The overarching goal is to strive for an average annual GRDP growth of 10% or more; improving the quality of growth associated with sustainable development and improving people's lives. Along with this, the province aims to effectively implement the socio-economic development plan, the medium-term and annual budget estimates and public investment plans; and enhance the effectiveness and efficiency of state management and the competitiveness of the economy.
Recognizing the private sector as one of the key drivers of the economy, Lai Chau is resolutely implementing the Action Program to execute Resolution No. 68-NQ/TW of the Politburo on the development of the private sector. This includes focusing on improving the investment and business environment; simplifying administrative procedures; and creating favorable conditions for businesses to develop stably and sustainably. The province is proactively attracting large-scale projects and strategic investors into advantageous sectors such as high-tech agriculture and the processing of agricultural and forestry products (Lai Chau ginseng, cinnamon, macadamia nuts).
According to Mr. Nguyen Thanh Dong, Deputy Director of the Department of Agriculture and Environment, the agricultural sector is concretizing the province's policy with comprehensive and practical solutions. The focus is on developing commercial agriculture and forestry in a green, clean, organic, and circular direction; promoting land consolidation and forming concentrated production areas. Key products such as high-quality rice, tea, cinnamon, macadamia nuts, rubber, fruit trees, and medicinal plants, especially Lai Chau ginseng, are prioritized for development linked to traceability, planting area codes, and brand building. The province also focuses on building national and international standard brands for medicinal plants; linking production with healthcare and tourism to increase value. Livestock farming is being developed in a biosafety-oriented direction, high-value aquaculture is being cultivated, and production-processing-consumption linkages are being formed.
Simultaneously, the province is focusing on developing industry in a sustainable direction, effectively implementing Resolution No. 70-NQ/TW on ensuring national energy security. It is rationally exploiting the potential of hydropower, pumped-storage hydropower, and solar power; prioritizing the development of agricultural and forestry product processing industries, building materials production, and the exploitation and processing of minerals and rare earth elements, linked with modern technology and environmental protection. Investment in the development of industrial zones and clusters, especially the Ma Lu Thang Economic Zone, is expected to create new growth poles, promoting border trade and logistics services.
Trade, services, and tourism continue to be identified as important pillars in the economic structure. The province is promoting trade, developing e-commerce, and expanding domestic and export markets. Tourism is oriented to become a key economic sector with eco-tourism, adventure tourism, and community-based tourism linked to the preservation of ethnic cultural identity. The goal is to achieve an average annual increase of 10% in tourist numbers by 2030, generating revenue exceeding VND 2,700 billion, and building Lai Chau into a safe and attractive destination in the Northwest region. Alongside this, the province prioritizes the comprehensive development of strategic infrastructure, especially transportation, energy, commercial infrastructure, and rural transportation, to connect production with markets. Effective resource management, environmental protection, and the promotion of a green economy with low emissions are also key priorities.
Implementing a two-tiered local government model, Lai Chau currently has 36 communes and 2 wards. Based on the general development orientation, localities proactively identify their potential and advantages to build appropriate goals and solutions. A typical example is the border commune of Bum Nua, which, despite many difficulties, is gradually undergoing a strong transformation.

Mr. Tong Thanh Son, Chairman of the People's Committee of Bum Nua commune, said: The Party Congress of the commune for the 2025-2030 term identified two breakthroughs: forest development combined with the cultivation of medicinal plants under the canopy, focusing on Lai Chau ginseng; and cultural preservation combined with community-based tourism and the ecological development of Pusilung peak. Currently, the commune is focusing its resources; strengthening propaganda, guidance, and support for the people in implementing the targets and tasks for 2026 and the following years. The goal is to strive to plant 200 hectares of new forest by 2030, raising the forest cover rate to over 70%, developing more than 70 hectares of Lai Chau ginseng; restructuring agriculture, maintaining concentrated rice-growing areas, developing commercial livestock farming, and effectively exploiting 14 hydropower projects to create sustainable livelihoods for the people.
By 2030, the province has set specific goals: reducing the poverty rate by an average of 3-4% per year, essentially eliminating poverty; achieving an average GRDP per capita of 90 million VND; and exceeding 4,500 billion VND in local budget revenue... These figures not only reflect growth but also serve as a measure of the confidence, resilience, and unity of the entire political system. While many challenges remain, with the foundation already built and a strong commitment to innovation, Lai Chau has the basis to achieve breakthroughs.
