Shorten the timeline
According to Decision No. 2837/QD-BTC dated August 18, 2025, of the Ministry of Finance , the General Census will be conducted nationwide to collect information on production and business units to assess the current state and trends of socio-economic development of the country; and to serve as a basis for evaluating the situation and developing socio-economic development plans and policies of the Party and the State.
The census will be implemented in two phases. Phase 1, from January 5, 2026 to March 31, 2026, will focus on collecting information from individual non-agricultural, forestry, and fisheries production and business establishments; cooperatives; and religious and belief establishments. Phase 2, from April 1, 2026 to August 31, 2026, will focus on collecting information from enterprises; non-public service units; associations; production and business establishments under administrative agencies and public service units; and branches and representative offices of foreign enterprises and non- governmental organizations licensed to operate in Vietnam. Preliminary results of the census will be published in January 2027, and official results will be published in the third quarter of 2027.
However, the Ministry of Finance recently decided to adjust the implementation schedule for the General Census. Accordingly, the data collection period for phase 1 has been shortened by 20 days and will end on March 10, 2026; phase 2 has been shortened by 4 months, implemented from March 1, 2026 to April 30, 2026. Data verification and cleaning will be carried out in parallel with the data collection process, shortening the time by 7 months compared to the original plan. The compilation and preparation of the preliminary census results report will be accelerated to ensure the preliminary results are published on June 30, 2026.
According to information from the City Statistics Department, the first phase of the 2026 Economic Census in the city was completed 100% on March 10th, in accordance with the schedule directed by the Central Steering Committee for the 2026 Economic Census. The city has completed interviews with 79,104 individual households, 18 cooperatives, and 1,084 religious and belief establishments. Currently, the verification and completion of survey forms are ongoing and will be finished before March 31st, 2026.
Strengthening coordination
According to Mr. Hoang Van Sy, Head of City Statistics, adjusting and shortening the General Economic Census schedule places higher demands on the organization and implementation, while ensuring the quality and reliability of the data. Therefore, alongside accelerating the process, the City's Steering Committee for the 2026 General Economic Census is also tightening operational procedures, strengthening inspection and supervision, and applying information technology in data collection and processing. The enumerators and supervisors are instructed to work urgently but accurately, ensuring that the survey results truthfully reflect the actual operations of businesses, production and trading establishments, and economic organizations.

Shortening the timeline is not only a matter of time, but also a test of the organizational and coordination capabilities of all levels and sectors to ensure a complete and reliable input data source for policy planning in the coming period. The biggest obstacle currently is the roadmap for phase 2 of the General Census, from March 1st to April 30th, 2026, while the deadline for completing annual financial reports of enterprises is March 31st, 2026. Therefore, the task of collecting enterprise information will face certain difficulties.
Mr. Hoang Van Sy shared that, in order to successfully complete the set schedule, the entire political system needs to get involved in disseminating information to businesses, cooperatives, non-governmental organizations, associations, and non-governmental organizations in the area regarding the completion of information collection forms. In addition, leaders of the surveyed units need to cooperate in providing accurate and transparent information to the surveyors within the stipulated timeframe.
The City People's Committee also issued Directive No. 07/CT-UBND dated March 2, 2026, on the implementation of the second phase of the General Census in the city. Accordingly, the City People's Committee assigned the City Statistics Department to take the lead and coordinate with departments, agencies, and localities to continue implementing the plan for the second phase of the General Census; organize, direct, and disseminate information about the General Census to associations, businesses, etc., to cooperate in participating in the General Census declaration according to the plan.
The Hue City Tax Department has also sent a document to the business community requesting their cooperation in declaring information immediately upon notification. It also emphasized that all information provided by businesses will be kept strictly confidential and used only for statistical purposes as stipulated by law, aiming to build trust and confidence among businesses when providing information to relevant agencies.
