Proactive trade defense in integration

International integration and trade with markets around the world help Vietnam's production develop. Along with that process, the economy will also face more cases of trade defense (SDR) imposed by countries.

Proactively adapting, improving business capacity, and upgrading new development strategies are the "keys" for Vietnamese businesses, especially the private sector, to both maintain domestic stability and accelerate integration, gradually affirming their position in the global value chain.

Adapt to grow

As the export scale grows larger, trade protection measures from other countries against Vietnamese goods will continue to increase. Enterprises need to monitor the fluctuations of each export industry, store complete records and data to proactively respond.

According to Mr. Chu Thang Trung, Deputy Director of the Department of Trade Remedies ( Ministry of Industry and Trade ), this is inevitable for an economy with strong foreign trade like Vietnam. Through successfully resolving legal cases with international partners, it has helped improve the response capacity of Vietnamese enterprises. Since then, Vietnam's export goods have increasingly gained a firmer foothold in foreign markets, are recognized for their quality and can compete, creating pressure on goods from importing countries.

PVTM is also a method that most countries in the world apply to protect their key industries. Typically, US President Donald Trump, recently, has applied many measures to impose tariffs on exported goods of countries to the US market.

Data from the Department of Trade Remedies shows that the budget revenue from trade remedy tax reaches about 1.6 trillion VND per year. The total annual revenue of domestic manufacturing enterprises that have participated in trade remedy cases reaches nearly 600 trillion VND, with more than 56 thousand direct employees.

In Vietnam's steel industry alone, Mr. Le Viet, Vice President of the Vietnam Steel Association, said: From 2004 to August 2025, Vietnamese steel faced 86 trade remedy lawsuits from abroad, accounting for more than 30% of the total number of trade remedy lawsuits against Vietnam's export goods.

For businesses, responding to trade remedies and tariff barriers from partners, proactively improving their capacity to adapt is very important.

Mr. Duong Duy Hung, Director of the General Economic Department, Central Economic Committee, said: Vietnamese enterprises need to shift from processing to creating high added value. Only by investing in research, development, improving labor skills and building brands can enterprises in particular and industries in general stand firm against barriers and global competition... Currently, many enterprises have expanded their markets to the Middle East, South America, Eastern Europe... showing dynamism in finding new markets. This is considered a necessary strategy to reduce dependence on traditional markets, while increasing resistance to fluctuations in international trade.

Private enterprises play an important role in proactive defense.

Along with proactively adapting to the world's criteria, for the domestic market, proactively implementing trade remedies is also a solution to protect businesses and production. According to the Trade Remedies Authority, since its establishment, the authority has conducted 48 new investigations and 35 reviews of applied trade remedies. On that basis, the Trade Remedies Authority has recommended the Ministry of Industry and Trade to apply 36 trade remedies to imported goods.

Among the trade remedies, anti-dumping investigations account for the largest proportion. Notably, most of the affected industries are in Vietnam's core industries such as steel and chemicals, which play a pivotal role in the country's production structure. In particular, private enterprises play an important role in proactively handling trade remedies. Up to now, 82 out of 130 enterprises participating in trade remedy lawsuits are private enterprises.

Mr. Nguyen Huu Truong Hung, Head of the Department of Damage Investigation and Self-Defense, Department of Trade Remedies, commented that the private economic sector is not only the driving force of economic growth but also the key force in initiating and participating in trade remedies. This clearly reflects the increasing awareness of private enterprises about the role of trade remedies as an effective tool to protect the domestic market before stepping into deeper international integration.

Similarly, Vice President of Dong Nai Import-Export Association Nguyen Duy Hung said: Dong Nai is one of the top import-export localities in the country. During the production and import-export process, enterprises will encounter legal barriers and trade remedies imposed by countries on Vietnamese goods. Thereby, enterprises' flexible response to trade remedies of other countries as well as proactively initiating and participating in defense activities for the domestic market will contribute to protecting Vietnamese goods as well as creating a competitive environment for domestic products.
