Proactive response to the impacts of Typhoon No. 2.

In accordance with Prime Minister 's Directive No. 70/CĐ-TTg dated July 21, 2024, on focusing on responding to Typhoon No. 2 and floods; to proactively and effectively respond to the typhoon and floods to ensure safety of life and minimize damage caused by natural disasters, all levels, sectors, and localities of the province have proactively implemented preventive measures with the motto "Proactive prevention, timely response, and prompt and effective recovery".

Proactive response to the impacts of Typhoon No. 2.

Authorities and functional forces in Tan Son district are working to address the landslide in Buong area, Tan Son commune.

According to the forecast of the Northern mountainous region Meteorological and Hydrological Station at 7:00 AM on July 22nd, the typhoon's center was located at approximately 19.5 degrees North latitude and 109.3 degrees East longitude, over Hainan Island (China). The strongest winds near the center of the typhoon were at level 8-9 (75-88 km/h), with gusts up to level 11, moving northwest at a speed of about 15 km/h. From the night of July 22nd to July 24th, the province is likely to experience moderate to heavy rain and thunderstorms, with some areas experiencing very heavy rain. The total rainfall is expected to be between 50-100 mm, with some areas exceeding 150 mm.

The Prime Minister's directive clearly states that Phu Tho is among the provinces that must urgently respond to Typhoon No. 2 and the accompanying floods. Accordingly, the Provincial People's Committee issued a document directing departments, agencies, district-level People's Committees, and the Phu Tho State-owned Irrigation Works Exploitation Company Limited to closely monitor warning and forecast bulletins on the development of rain and floods in the area, and to promptly disseminate warning information to communes, wards, towns, and residents to proactively prevent, avoid, and respond to the situation; and directed local media agencies to strengthen the dissemination and guidance to the people on implementing measures to ensure safety and minimize damage.

Deploy rapid response teams to inspect and survey residential areas along rivers, streams, dikes, dams, and low-lying areas at high risk of flooding, flash floods, and landslides, in order to proactively organize the relocation and evacuation of people when situations arise; clear waterways and promptly address any structural failures from the outset.

Review and deploy forces to control and guide traffic at flooded areas, areas that are cut off, and areas affected by landslides or at risk of landslides; resolutely prohibit people and vehicles from passing through if safety cannot be ensured; prepare forces, materials, and equipment to address incidents and ensure smooth traffic flow on major transportation routes.

Proactively implement measures to ensure the safety of dikes, dams, and downstream areas of reservoirs; especially critical reservoirs that are degraded or experiencing problems; construction projects; and mining areas, minimizing damage to aquaculture, agricultural production, industry, and infrastructure; deploy permanent forces to operate and regulate water levels and be ready to handle any potential situations...

Comrade Nguyen Xuan Viet - Head of the Agriculture and Rural Development Department of Tan Son district, informed: From July 15th to July 20th, Tan Son district experienced continuous moderate to heavy rain, causing landslides from the embankment onto the inter-communal asphalt road at Km10+100 of provincial road 316H in Buong area, Tan Son commune. The landslide extended for about 30 meters, completely blocking the road and hindering traffic. Immediately after the natural disaster occurred, the local government and functional forces of Tan Son district actively intervened to remedy the situation and quickly ensure traffic flow for vehicles and people.

In proactive response to Typhoon No. 2, which is expected to bring heavy rain and potentially cause landslides and flooding in the area, the leaders of Tan Son district have inspected flood and landslide prevention and response efforts in several communes; focusing particularly on vulnerable areas with a high risk of landslides in the communes of Xuan Dai, Kim Thuong, Xuan Son, and Tan Son.

The district has directed communes to quickly implement measures to prepare for and respond to natural disasters as instructed by the District Steering Committee for Disaster Prevention and Search and Rescue; strictly implement the duty roster, information dissemination, warnings, and public awareness campaigns to evacuate and relocate people from high-risk landslide areas; promote the role of rapid response teams and search and rescue forces to respond promptly in order to minimize damage to people and property caused by natural disasters.

Under the decisive direction of the province to respond to typhoon No. 2 and the accompanying floods, departments, agencies, localities, and units organized and implemented measures urgently, seriously, and promptly, minimizing damage to people and property of the people and the State.
