On the evening of July 3, the Department of Search and Rescue (General Staff of the Vietnam People's Army) said that the Department has just issued a dispatch on proactively responding to low pressure areas that are likely to strengthen into tropical depressions and strong winds at sea.

According to the National Center for Hydro-Meteorological Forecasting, a low pressure area has formed in the northeastern region of Luzon Island (Philippines). At 1:00 p.m. on July 3, the low pressure area was located at about 18.5 - 19.5 degrees North latitude, 121.5 - 122.5 degrees East longitude. It is forecasted that in the next 24 hours, the low pressure area will move slowly in the West-Northwest direction and is likely to strengthen into a tropical depression. In addition, the sea area from Lam Dong to Ca Mau has strong southwest winds of level 5, sometimes level 6, gusting to level 7.

To proactively respond to the low pressure area that is likely to strengthen into a tropical depression and strong winds at sea, the Department of Search and Rescue recommends that units grasp the weather situation and developments of the low pressure area, ensure safety for forces and vehicles when performing tasks at sea; proactively have forces and vehicles ready to participate in search and rescue when requested.
The Border Guard Command directed the Border Guards of coastal provinces and cities from Quang Ninh to An Giang to coordinate with local authorities and functional agencies to promptly notify vehicle owners and captains of ships and boats operating at sea of the location and direction of movement of the tropical depression that is likely to strengthen into a tropical depression, so that they can proactively prevent, avoid, and ensure the safety of people, vehicles, and property.
The implementing units shall report the results to the General Staff (through the Department of Rescue and Relief) for the Ministry to monitor and direct.
