Nghe An: Revenue from forest environmental services and the project on payment agreement for greenhouse gas emission reduction in the North Central region actively support sustainable forest development.

Along with the budget capital, in Nghe An, revenue from forest environmental services (FES), replacement forestation and revenue from the North Central Region Greenhouse Gas Emission Reduction Payment Agreement (ERPA) have contributed significantly to forest management, protection and development, creating many jobs, improving livelihoods, increasing income and life for Nghe An people.

This was the central theme at the conference summarizing the first six months of 2025, evaluating the results of forest environmental service payments, and implementing tasks for the last six months of 2025, organized by the Nghe An Provincial Forest Protection and Development Fund on July 4th.

With the timely guidance, assistance, and support of the Vietnam Forest Protection and Development Fund, the People's Committee of Nghe An province, the Fund's Management Council, the Fund's Supervisory Board, and relevant departments and agencies; the active involvement of local Party committees and authorities; the close coordination of agencies and forest owners; and the consensus of the people, in the first six months of 2025, the Forest Protection and Development Fund promptly disbursed payments for forest environmental services, reforestation, and the Emission Reduction Payment Agreement (ERPA) project in the North Central region.

In the first six months of 2025, the Forest Protection and Development Fund signed 48 contracts, including 23 entrustment contracts with hydropower plants, 14 clean water production facilities, and 11 contracts with industrial production facilities; totaling over 59 billion VND in revenue.

Implementing the reforestation program, the Forest Protection and Development Fund has collected and allocated over 101.2 billion VND for projects (reforestation) corresponding to an area of ​​5,389.19 hectares (of which the total amount disbursed cumulatively as of June 30, 2025 is: 66.3 billion VND).

As a result, in Nghe An province, the area of ​​reforestation implemented in the province is 4,811.12 ha/5,389.19 ha of the required area, specifically: planting 1,195.13 ha of protective forest, 165.78 ha of special-use forest, 1,837.13 ha of production and model forest, and 1,613.08 ha of scattered trees (converted area).

Nghe An province has achieved considerable results in implementing the Emission Reduction Payment Agreement (ERPA) in the North Central region. Cumulative revenue from EPA funds to date is over 356.4 billion VND, and the approved disbursement plan for 2025 is over 178.6 billion VND, including: 85.2 billion VND for forest owners (organizations); over 12.2 billion VND for commune People's Committees responsible for forest management; over 34.7 billion VND for communities, households, and individuals; and over 29.2 billion VND for payments to beneficiaries from 2024 carried over to 2025.

Thanks to the effective implementation of revenue from forest environmental services (FES), reforestation, and the Emission Reduction Payment Agreement (ERPA) in the North Central region, the management, protection, and development of forests, as well as the livelihoods of communities and people, have been very positive. Forests are better protected, and violations of laws on forest protection, development, and fire prevention and control in the province have gradually decreased over the years; contributing to stabilizing and ensuring forest area, maintaining forest cover, improving forest quality, and contributing to improving the quality of the ecological environment.

At the conference, delegates highly appreciated the policy on payment for forest environmental services, reforestation, and revenue from the Emission Reduction Payment Agreement (ERPA) in the North Central region; they also put forward proposals and recommendations for Nghe An to achieve its goals and plans for 2025.
