The perspective of the Ho Chi Minh City People's Committee leadership in evaluating work performance and distributing additional income to officials and civil servants is accurate, objective, and fair; it avoids equal treatment, favoritism, and bias.
The Chairman of the Ho Chi Minh City People's Committee, Phan Van Mai, has just issued a directive to agencies, units, and localities regarding the implementation of regulations on evaluating and classifying work performance and paying additional income according to Resolution 08/2023 of the City People's Council.

Accordingly, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested heads of agencies and units within the scope of Resolution 08 to urgently research and develop regulations on evaluating and classifying cadres, civil servants, and public employees based on the regulations on evaluating and classifying the quality of work performance for cadres, civil servants, public employees, and workers in their respective agencies and units.
Agencies and units shall specify evaluation criteria that are appropriate to the characteristics and conditions of their respective sectors and fields, as well as the operational situation of each agency and unit, within their authority.
At the same time, the evaluation, ranking of performance, and payment of additional income to officials and civil servants must be accurate, objective, serious, fair, open, and transparent. Absolutely no instances of equal treatment, favoritism, or bias should occur.
The Chairman of the People's Committee of Ho Chi Minh City also requested agencies and units to accelerate digital transformation and apply information technology at the highest level in the implementation of tasks, official activities, and in the evaluation and ranking of quality.
Ensure that the results of performance evaluations and rankings accurately reflect the performance of officials, civil servants, and employees in fulfilling their duties.
In addition, agencies and units regularly inspect and monitor the assignment of tasks, arrangement of professional work, and the organization of quality assessment and ranking at agencies, organizations, and units under their management.
It is also necessary to take timely measures to address and hold accountable the heads of departments and related individuals and organizations if violations, complaints, or denunciations occur.
The Department of Internal Affairs is tasked with coordinating with relevant agencies and units to regularly organize inspections, checks, and supervision of the implementation of the above regulations, and to promptly advise the Ho Chi Minh City People's Committee on considering and handling the responsibility of organizations and individuals who violate the regulations.
