Standardizing 80 administrative procedures in cultivation and plant protection not only helps reduce administrative burdens but also creates conditions for sustainable development of the agricultural sector.
According to the decision, 80 standardized administrative procedures include different management levels: Central level has 28 procedures in the field of cultivation and 31 procedures in the field of plant protection; Provincial level has 11 procedures in the field of cultivation and 7 procedures in the field of plant protection; District level has 2 procedures; Commune level has 1 procedure.
This is an important step in simplifying administrative procedures, creating favorable conditions for people and businesses, and improving the effectiveness of state management in the agricultural sector.
This Decision replaces a series of previous decisions, including Decision No. 419/QD-BNN-TT (February 2, 2015), Decision No. 4307/QD-BNN-BVTV (October 24, 2016), Decision No. 559/QD-BNN-BVTV (February 19, 2019), Decision No. 678/QD-BNN-BVTV (February 28, 2019), Decision No. 4756/QD-BNN-BVTV (December 12, 2019), Decision No. 151/QD-BNN-TT (January 9, 2020), and many other decisions from 2021 to 2024 related to amending, supplementing or abolishing administrative procedures in the field of crop cultivation and plant protection. This standardization aims to ensure consistency, transparency and compliance with current legal regulations.
The announcement of 80 standardized administrative procedures is part of the administrative reform efforts of the Ministry of Agriculture and Environment, aiming to create a favorable environment for people and businesses operating in the field of cultivation and plant protection.
According to Mr. Huynh Tan Dat, Director of the Department of Crop Production and Plant Protection, this standardization not only helps simplify the process and reduce intermediate steps, but also increases the transparency and responsibility of state management agencies.
As Vietnam’s agricultural sector faces many challenges such as climate change, pests, and increasing demands for food safety, standardized administrative procedures will help people and businesses quickly access public services, from licensing the use of plant varieties, plant quarantine, to registering plant protection products. This also supports localities in implementing sustainable agricultural development policies, such as the 1 million hectare high-quality, low-emission rice project in the Mekong Delta.

For the cultivation sector, procedures related to plant variety licensing, quality inspection and growing area management will help ensure high-quality seed sources, meeting production and export needs.
In the field of plant protection, procedures for registration, inspection and use of plant protection products will contribute to minimizing negative impacts on the environment while ensuring food safety for consumers. Furthermore, this standardization also supports businesses and cooperatives in accessing international markets.
To continue promoting the effectiveness of standardized administrative procedures, the Ministry of Agriculture and Environment has determined to continue promoting the application of digital technology in management. The construction of an online public service portal, allowing people and businesses to carry out procedures online, will help save time and costs. At the same time, it is necessary to strengthen propaganda and guidance so that people understand the new procedures, avoiding confusion during the implementation process.
In addition, the Ministry is also working closely with localities to ensure that procedures are applied uniformly across the country. Organizing workshops and training for officials and people will help raise awareness and capacity to implement administrative procedures, thereby optimizing management efficiency in the field of crop cultivation and plant protection.
