Regarding the use of foreign language certificates to exempt foreign language exams in the high school graduation exam in 2023, on June 15, Assoc. Prof-Dr. Huynh Van Chuong, Director of the Quality Management Department (Ministry of Education and Training) signed a letter to the Departments of Education and Training stating that: candidates registered for the 6 high school graduation exam may use foreign language proficiency certificates from abroad to take the exam and issue after the prescribed exam date September 2023, 10 to consider exemption from the exam.
Previously, on June 9, the Quality Management Department sent a document to localities guiding the verification of foreign language proficiency certificates (certificates) for exemption from foreign language exams of the high school graduation exam in 6. Accordingly, the Department of Quality Management requested localities to only accept and exempt candidates with certificates issued before September 2023, 10 and after November 9, 2022.
This regulation is different from the guidance on organizing the 2023 high school graduation exam issued by the Ministry of Education and Training in April 4, which is that candidates with IELTS 2023 or higher or equivalent are exempted from the exam and scored 4.0 English subjects when considering high school graduation. The expiry date of the certificate is at least until June 10.
Information on adjusting the recognition of foreign language proficiency certificates to exempt foreign language exams in the high school graduation exam has confused many candidates in the past few days.
It is known that this new regulation of the Ministry of Education and Training related to the postponement of IELTS test in Vietnam in early November last year. According to the regulations of the Ministry of Education and Training, after September 11, 10, the organization of foreign language proficiency certification exams must be licensed by the Ministry of Education and Training. However, by mid-November, the test organizers and IELTS certification bodies in turn completed this requirement, affecting many test takers during the above period. Therefore, the Ministry of Education and Training will not accept certificates for the period from September 9, 2022 to November 11, 10.
